The problems of the drylands are extremely serious and there is no time to lose in launching action under urgent action for Africa and interim action in other regions.

(e) Participation of non-governmental organizations: Both in national statements and in statements made by non-governmental organization representatives, it was underlined that active participation of non-governmental organizations is an essential prerequisite for success in the implementation of the urgent action and of the Convention itself.
