A. Voluntary funding 53. The basis for UNHCR funding is stipulated in article 20 of its Statute, which provides that UNHCR administrative expenditures should be borne by the budget of the United Nations and all other expenditures relating to the activities of the Office should be financed by voluntary contributions.
