6. Thus, for natural and juridical persons to be eligible to carry out activities in the Area, they must satisfy two requirements.
٦ - نظرا لما سبق، يتعين على الأشخاص الطبيعيين والاعتباريين أن يفوا بشرطين لكي يتأهلوا للاضطلاع بأنشطة في المنطقة.

The Regulations require the Authority to establish and keep under periodic review environmental rules, regulations and procedures to ensure effective protection for the marine environment from harmful effects which may arise from activities in the Area.
ويقتضي النظام من السلطة أن تضع وأن تستعرض دوريا قواعد وأنظمة وإجراءات بيئية لكفالة الحماية الفعالة للبيئة البحرية من الآثار الضارة التي قد تنشأ عن القيام بأنشطة في المنطقة.

2. The Commission may invite any State or entity carrying out activities in the Area for the purposes of consultation and collaboration, where the Commission considers appropriate.

61 - تشكل الطبيعة التعاقدية للعلاقة بين السلطة والجهات الراغبة في القيام بأنشطة في المنطقة ركنا جوهريا للنظام القانوني الذي أُنشئ بمقتضى الجزء الحادي عشر من الاتفاقية واتفاق عام 1994.

Paragraph 12 of resolution II of the United Nations Convention on the Law of the Sea, in its chapeau, establishes the objective of ensuring that the Enterprise is able to carry out activities in the Area in such a manner as to keep pace with States and other entities. To that end, it requires that
١٩٨- وتحدد الفقرة ٢١ من القرار الثاني الوارد باتفاقية اﻷمم المتحدة لقانون البحار، في مقدمتها، الهدف المتمثل في تمكين المؤسسة من القيام بأنشطة في المنطقة بطريقة تواكب بها الدول والكيانات اﻷخري، وتحقيقا لذلك تشترط ما يلي:

3. The acceptance by a contractor of subsidies other than those which may be permitted under the agreements referred to in paragraph 1 (b) shall constitute a violation of the fundamental terms of the contract forming a plan of work for the carrying out of activities in the Area.
٣ - قبول أي متعاقــد ﻹعانــات ليســت من الاعانات التي قد تجيزها الاتفاقات المشار اليها في الفقرة ١ )ب( يعتبر انتهاكا للشروط اﻷساسية للعقد الذي يشكل خطة عمل للقيام بأنشطة في المنطقة.

3. The acceptance by a contractor of subsidies other than those which may be permitted under the agreements referred to in paragraph 1 (b) shall constitute a violation of the fundamental terms of the contract forming a plan of work for the carrying out of activities in the Area.
٣ - قبول أي متعاقــد ﻹعانــات ليســت من اﻹعانات التي قد تجيزها الاتفاقات المشار إليها في الفقرة ١ )ب( يعتبر انتهاكا للشروط اﻷساسية للعقد الذي يشكل خطة عمل للقيام بأنشطة في المنطقة.

States members of international organizations involved in activities in the Area must ensure the implementation of the requirements of the Convention with respect to those international organizations.
ويجب أن تكفل الدول الأعضاء في المنظمات الدولية المشتركة في القيام بأنشطة في " المنطقة " تنفيذ المتطلبات الواردة في الاتفاقية بالنسبة لتلك المنظمات الدولية.()

22. The attention of the meeting was drawn to the importance of applying a precautionary approach as called for in Principle 15 of the Rio Declaration on Environment and Development and as reiterated by the Seabed Disputes Chamber of the International Tribunal on the Law of the Sea in its advisory opinion on the responsibilities and obligations of States sponsoring persons and entities with respect to activities in the Area.
22 - ووجـه اهتمام الاجتماع إلى أهمية تطبيق نهـج تحوطـي كما دعا إلى ذلك المبدأ 15 في إعلان ريو بشأن البيئة والتنمية، وكما كررت ذلك غرفة منازعات قاع البحار في المحكمة الدولية لقانون البحار في فتواها بشأن مسؤوليات والتزامات الدول الراعية لأشخاص وكيانات فيما يتصل بأنشطة في المنطقة.

18. The President reported on the latest developments in the two cases that had been brought before the Tribunal, namely Case No. 16 (Dispute concerning delimitation of the maritime boundary between Bangladesh and Myanmar in the Bay of Bengal) and Case No. 17 (Responsibilities and obligations of States sponsoring persons and entities with respect to activities in the Area (request for advisory opinion submitted to the Seabed Disputes Chamber)).
