The Committee notes that the World Conference on Human Rights recommended:
تحيط اللجنة علما بأن المؤتمر العالمي لحقوق اﻹنسان قد أوصى بما يلي:

Convinced that the World Conference on Human Rights made an important contribution to the cause of human rights and that its recommendations should be implemented through effective action by all States, the competent organs of the United Nations and the specialized agencies, in cooperation with non-governmental organizations,
واقتناعا منها بأن المؤتمر العالمي لحقوق اﻹنسان قدم مساهمة هامة في قضية حقوق اﻹنسان وبأن توصياته ينبغي أن تنفذ من خلال تدابير فعالة تتخذها جميع الدول واﻷجهزة المختصة في اﻷمم المتحدة والوكالات المتخصصة، بالتعاون مع المنظمات غير الحكومية،

Convinced that the World Conference on Human Rights made an important contribution to the cause of human rights and that its recommendations should be implemented through effective action by all States, the competent organs of the United Nations and the specialized agencies, in cooperation with non-governmental organizations,
واقتناعا منها بأن المؤتمر العالمي لحقوق اﻹنسان قدم مساهمة هامة في قضية حقوق اﻹنسان ، وبأن توصياته ينبغي أن تنفذ من خلال إجراءات فعالة تتخذها جميع الدول واﻷجهزة المختصة في اﻷمم المتحدة والوكالات المتخصصة، بالتعاون مع المنظمات غير الحكومية،

26. With regard to the role of the Security Council, he recalled that the World Conference on Human Rights held at Vienna had discussed the possibility that the Security Council might take action, not only under the Charter, but also in pursuance of the objectives of human rights instruments.
٦٢- وذكﱠر فيما يتعلق بدور مجلس اﻷمن بأن المؤتمر العالمي لحقوق اﻹنسان المعقود في فيينا قد ناقش امكانية أن يتخذ مجلس اﻷمن اجراءات وذلك ليس فقط بموجب العهد وإنما وفقا ﻷهداف صكوك حقوق اﻹنسان.

Noting that the World Conference on Human Rights supported all measures by the United Nations and its relevant agencies to ensure the effective promotion and protection of trade union rights, and called on all States to abide fully by their obligations contained in this regard in international instruments,
وإذ تحيط علما بأن المؤتمر العالمي لحقوق اﻹنسان أيد كل التدابير التي تتخذها اﻷمم المتحدة ووكالاتها المتخصصة لضمان تعزيز وحماية الحقوق النقابية بشكل فعال، وأنه دعا جميع الدول الى التقيد كاملا بالتزاماتها الواردة في هذا الشأن في الصكوك الدولية.

" Recalling that the World Conference on Human Rights recognized that the process of promoting and protecting human rights should be conducted in conformity with the purposes and principles of the Charter of the United Nations and international law " ;
" وإذ تذكر بأن المؤتمر العالمي لحقوق اﻹنسان اعترف بأن عملية تعزيز حقوق اﻹنسان وحمايتها ينبغي أن تتم طبقا لمقاصد ومبادئ ميثاق اﻷمم المتحدة والقانون الدولي " ؛

Convinced that the World Conference on Human Rights made an important contribution to the cause of human rights and that the Vienna Declaration and Programme of Action has to be translated into effective action by States, the competent United Nations organs and organizations and other organizations concerned, including non-governmental organizations,
واقتناعا منها بأن المؤتمر العالمي لحقوق اﻹنسان قدم إسهاما هاما لقضية حقوق اﻹنسان، وبأن على الدول وأجهزة اﻷمم المتحدة ومنظماتها المختصة، والمنظمات اﻷخرى المعنية، بما في ذلك المنظمات غير الحكومية أن تترجم إعلان وبرنامج عمل فيينا الى إجراءات فعالة،

In that context, however, the non-aligned countries would like to recall that the World Conference on Human Rights considered that the existence of widespread and extreme poverty inhibited the full and effective enjoyment of human rights and that its immediate alleviation and eventual elimination must remain a high priority for the international community.

8. It should be pointed out first of all that the World Conference on Human Rights stressed the need for advisory services and technical assistance activities in the Centre for Human Rights to be strengthened.
٨- ينبغي أولاً التذكير بأن المؤتمر العالمي لحقوق اﻹنسان أكد ضرورة تدعيم أنشطة الخدمات الاستشارية والمساعدة التقنية في مركز حقوق اﻹنسان.

واقتناعا منها بأن المؤتمر العالمي لحقوق اﻹنسان قدم إسهاما هاما لقضية حقوق اﻹنسان، وبأن على الدول وأجهزة اﻷمم المتحدة ومنظماتها المختصة، والمنظمات اﻷخرى المعنية، بما في ذلك المنظمات غير الحكومية، أن تترجم إعلان وبرنامج عمل فيينا إلى إجراءات فعالة،

Recalling that the World Conference on Human Rights, in its final document, A/CONF.157/24 (Part I), chap. III. urged the universal ratification of the Convention by 1995 and its effective implementation by States parties,
وإذ تُذكﱢر بأن المؤتمر العالمي لحقوق اﻹنسان قد حث في وثيقته الختامية)٢( على التصديق العالمي على الاتفاقية بحلول عام ٥٩٩١ وعلى تنفيذ الدول اﻷطراف لها تنفيذا فعالا،

5. Recalls that the World Conference on Human Rights in the Vienna Declaration and Programme of Action 2/ called upon States to integrate the Convention into their national action plans;
٥- تُذكﱢر بأن المؤتمر العالمي لحقوق اﻹنسان قد دعا الدول، في إعلان وبرنامج عمل فيينا)٢(، إلى أن تُدرج اتفاقية حقوق الطفل في خطط عملها الوطنية؛

5. It would be recalled that the World Conference on Human Rights had acknowledged the critical importance of maintaining high standards in human rights legislation and had stressed the crucial role played by the human rights treaty bodies in that process.
٥- وذكﱠر بأن المؤتمر العالمي لحقوق اﻹنسان قد سلم باﻷهمية الحاسمة للحفاظ على معايير عالية في تشريعات حقوق اﻹنسان وشدد على الدور الحاسم اﻷهمية الذي تؤديه الهيئات المنشأة بموجب معاهدات حقوق اﻹنسان في هذه العملية.

It should be recalled that the World Conference on Human Rights, held in Vienna in June 1993, had emphasized comprehensive respect for human rights at the international level, but had not ruled out particular aspects of the implementation of international instruments in the field of religion.
ويجدر التذكير في هذا الصدد بأن المؤتمر العالمي لحقوق اﻹنسان الذي انعقد في فيينا في حزيران/يونيه ٣٩٩١ شدﱠد على الاحترام الكلي لحقوق اﻹنسان على الصعيد الدولي، ولكنه لم يستبعد الجوانب الخاصة ﻹعمال الصكوك الدولية في مجال الدين.

Recalling that the World Conference on Human Rights, in the Vienna Declaration and Programme of Action, adopted on 25 June 1993, expressed grave concern about continuing human rights violations in all parts of the world in disregard of standards contained in international human rights instruments and international humanitarian law and about the lack of sufficient and effective remedies for the victims,
وإذ تذكّر بأن المؤتمر العالمي لحقوق اﻹنسان قد أعرب، في إعلان وبرنامج عمل فيينا اللذين اعتمدا في ٥٢ حزيران/يونيه ٣٩٩١، عن بالغ القلق إزاء استمرار انتهاكات حقوق اﻹنسان في جميع أنحاء العالم على نحو يتجاهل المعايير الواردة في الصكوك الدولية لحقوق اﻹنسان والقانون اﻹنساني الدولي وإزاء الافتقار إلى سبل انتصاف كافية وفعالة لضحايا هذه الانتهاكات،

16. Mrs. REGAZZOLI (Argentina), Under-Secretary for Human Rights and Women's Issues of the Ministry of Foreign Affairs, International Trade and Worship of Argentina, noted that the World Conference on Human Rights, held in June 1993, had adopted important recommendations on the rights and equality of women, the implementation of which could no longer be postponed.
١٦ - السيدة ريغازولي )اﻷرجنتين(: وكيلـة وزارة لحقــوق اﻹنسان ومركز المـرأة بوزارة العلاقات الخارجية والتجارة الدولية والشؤون الدينية باﻷرجنتين، ذكرت بأن المؤتمر العالمي لحقوق اﻹنسان المعقود في حزيران/يونيه ١٩٩٣ قد اعتمد قرارات هامة تتعلق بحقوق المرأة وبالمساواة بين المرأة والرجل يتعين تنفيذها دون تأخير.
