وذكرت صاحبة البلاغ بأن المحكمة الدستورية في بيرو اعتبرت آراء اللجنة قرارات قضائية دولية نهائية يجب التقيد ﺑﻬا وتنفيذها طبقًا للمادة ٤٠ من القانون رقم 23506 والمادة ١٠١ من الدستور(1).
