With regard to the action to be taken by the General Assembly at the present time in connection with the financing of the operation, the Advisory Committee recommends that the Secretary-General be authorized to enter into commitments in an amount up to $13,400,000 gross ($12,995,000 net) for the period from 1 December 1993 to 30 April 1994 inclusive.

12. At the same time, the Advisory Committee recommends that the Secretary-General be authorized to retain in the special account for UNMIBH the unencumbered balance for the period from 1 July 1996 to 30 June 1997 until the General Assembly takes a decision on the performance report for UNMIBH for the period from 1 July 1997 to 30 June 1998.

Pending such reconsideration of estimates for ONUSAL, the Advisory Committee, taking into account the reductions it has recommended in paragraphs 14, 19 and 20 above, which total $823,500, recommends that the Secretary-General be authorized to enter into additional commitments not exceeding $2,774,700 gross for the period from 1 October to 30 November 1994.

Since the proposed arrangements for drawing on strategic deployment stocks could result in delays in the replenishment of the stocks, the Advisory Committee recommended that the Secretary-General should be authorized to draw upon the stocks up to an amount of $50 million and that they should be replenished only when the initial appropriation was received, rather than from the commitment authority.
ونظراً لأن الترتيبات المقترحة للسحب من مخزون النشر الاستراتيجي يمكن أن تسفر عن حالات تأخير في إعادة الملء بالمخزونات، توصي اللجنة الاستشارية بأن يؤذن للأمين العام بأن يسحب من المخزون ما تصل قيمته إلى 50 مليون دولار وألا يُعاد الملء إلا عند ورود الاعتماد الأولي، بدلاً من السحب من سلطة الالتزام.

13. Regarding the strategic heritage plan for the United Nations Office at Geneva, the Advisory Committee had taken note of the deterioration of the Palais and recommended that the Secretary-General should be authorized to proceed with a detailed implementation plan and cost analysis based on the medium-term eight-year option, as offering the lowest costs while meeting all requirements.
13 - وأردف قائلا إنه بخصوص الخطة الاستراتيجية لحفظ التراث في مكتب الأمم المتحدة في جنيف، كانت اللجنة قد أحاطت علما بتدهور حالة القصر وأوصت بأن يؤذن للأمين العام بالشروع في خطة تنفيذ مفصلة وتحليل للتكاليف بناء على خيار المدى المتوسط ذي السنوات الثماني لكونه يتيح أقل التكاليف ويفي بجميع الشروط.

For the reasons indicated in its report, the Advisory Committee was recommending that, at the present stage, the Secretary-General should be authorized to enter into commitments under section 8 not exceeding $428,500; the question of any necessary additional appropriation and of any necessary transfer of resources could be determined in the context of the performance report.
وتوصي اللجنة الاستشارية في هذه المرحلة ﻷسباب أشارت إليها في تقريرها بأن يؤذن لﻷمين العام بعقد نفقات لا تتعدى مبلغا قدره ٥٠٠ ٤٨٨ دولار تدرج في الباب ٨. أما مسألة فتح ائتمانات تكميلية واحتمال نقل موارد، فهي مسألة لا يزال ينبغي أن تعالج في ضوء التقرير المتعلق بأداء الميزانية.
