Taking into account its general comment No. 1 on the aims of education (CRC/GC/2001/1), the Committee recommends that the State party:
61- مع مراعاة تعليقها العام رقم 1 المتعلق بأهداف التعليم (CRC/GC/2001/1)، توصي اللجنة الدولة الطرف بالقيام بما يلي:

(b) Improve the quality of education in the whole country in order to achieve the goals mentioned in article 29, paragraph 1, in line with the Committee's general comment No. 1 on the aims of education.
(ب) أن تعمل على تحسين نوعية التعليم في جميع أنحاء البلد بغية تحقيق الأهداف المنصوص عليها في الفقرة 1 من المادة 29 من الاتفاقية، وفقا لتعليق اللجنة العامّ رقم 1 المتعلق بأهداف التعليم.

666. The Committee recommends that the State party ensure that all children attending military schools receive education in a manner consistent with the Convention, in particular articles 28 and 29, duly taking into account its general comment No. 1 on the aims of education.
666- توصي اللجنة الدولة الطرف بأن تكفل تلقي جميع الأطفال الملتحقين بالمدارس العسكرية التعليم بشكل يتفق مع الاتفاقية، ولا سيما المادتين 28 و29 منها، مع إيلاء المراعاة الواجبة لتعليقها العام رقم 1 المتعلق بأهداف التعليم.

The Committee recommends that the State party, taking into account the Committee's general comment No. 1 on the aims of education (2001), take all necessary measures to ensure that articles 28 and 29 of the Convention are fully implemented.
649- وتوصي اللجنة الدولة الطرف بأن تتخذ جميع التدابير اللازمة لكفالة التنفيذ التام للمادتين 28 و29 من الاتفاقية آخذةً في الاعتبار تعليق اللجنة العام رقم 1 المتعلق بأهداف التعليم (2001).

(c) Ensure that children who study in military schools receive an education in accordance with articles 28, 29 and 31 of the Convention on the Rights of the Child, taking into account the Committee's general comment no. 1 (2001) on the aims of education;

In this regard, the Committee draws the State party's attention to its general comment No. 1 (2001) on the aims of education and recommends it to seek assistance from UNESCO, UNICEF and OHCHR.
وفي هذا الصدد، تلفت اللجنة انتباه الدولة الطرف إلى التعليق العام للجنة رقم 1(2001) المتعلق بأهداف التعليم وتوصيها بالتماس المساعدة من اليونسكو واليونيسيف ومفوضية شؤون اللاجئين.

67. Taking into account its general comment No. 1 (2001) on the aims of education, and the recommendations made by the Special Rapporteur on the right to education in the report on his visit to Germany in 2006 (A/HRC/4/29/Add.3), the Committee recommends that the State party:
67- إذ تضع اللجنة في الحسبان تعليقها العام رقم 1(2001) المتعلق بأهداف التعليم والتوصيات التي قدمها المقرر الخاص المعني بالحق في التعليم في التقرير المتعلق بزيارته إلى ألمانيا في عام 2006 (A/HRC/4/29/Add.3)، فإنها توصي الدولة الطرف بالقيام بما يلي:

General comment No. 1 on the aims of education explains that the goal is to " empower the child by developing his or her skills, learning and other capacities, human dignity, selfesteem and selfconfidence " and that this must be achieved in ways that are childcentred, childfriendly and reflect the rights and inherent dignity of the child (para. 2).
ويشرح التعليق العام رقم 1 المتعلق بأهداف التعليم أن الهدف المنشود هو " تمكين الطفل بتعزيز مهاراته وقدرته على التعلُّم وغيرها من القدرات، وكرامته كإنسان واحترامه لذاته. وثقته بنفسه " وأن ذلك يجب أن يتحقق بطرق تركز على الطفل وتكون مناسبة لـه وتعكس حقوق الطفل والكرامة المتأصلة فيه (الفقرة 2).

31. In the document, the Committee stated that it had decided to draft a general comment on article 29 of the Convention on the Rights of the Child (on the aims of education) and that the general comment, once adopted, would be submitted to the Preparatory Committee at its second session.
31 - وذكرت اللجنة في الوثيقة أنها قررت صياغة تعليق عام على المادة 29 من اتفاقية حقوق الطفل (فيما يتعلق بأهداف التعليم) وأن هذا التعليق العام سوف يُقدم بمجرد اعتماده إلى اللجنة التحضيرية في دورتها الثانية.

For this purpose, effective access of children with disabilities to education has to be ensured to promote " the development of the child's personality, talents and mental and physical abilities to their fullest potential (see articles 28 and 29 of the Convention and the Committee's general comment No. 1 (2001) on the aims of education).
