91. It was pointed out that the violation of internal rules regarding the formulation of reservations should not have consequences at the international level as long as the reservations were formulated by a person representing the State or the international organization.
91 - أشير إلى أن وقـوع انتهاك لقواعد داخلية متعلقة بإبداء التحفظات ينبغي ألا تترتب عليه آثار على الصعيد الدولي، ما دامت تلك التحفظات قد أُبديـت من قـِـبـَـل شخص يمثل الدولة أو المنظمة الدولية.

At the end of the debate, the Special Rapporteur noted that all the draft guidelines relating to the formulation of reservations lato sensu would no doubt be extremely useful to the international community, as their purpose was to codify technical rules that responded to a real need.
