Agreed levels could be set by using the average removals or emissions from forest management for an agreed historical base year or period.

Accounting for forest management is defined as being based on estimated forest management emissions and removals in the commitment period less the forest management reference level emissions and removals for the commitment period (the forward-looking business-as-usual baseline).

11 bis. A Party that has elected to account for forest management under Article 3, paragraph 4, shall determine the forest management reference level greenhouse gas emissions by sources and removals by sinks in the commitment period in accordance with (reference to Intergovernmental Panel on Climate Change guidelines and guidance) and considering:
