60- وتلاحظ اللجنة أن مصر لم تقدم حتى الآن الإعلانات المنصوص عليها في المادتين 76 و77 من الاتفاقية التي تقر باختصاص اللجنة في أن تتلقى رسائل من الدول الأطراف وبلاغات من الأفراد.

Its object and purpose is to recognize the competence of the Committee to receive and consider communications from individuals who claim to be victims of a violation by a State party of any of the rights in the Covenant.
ويتمثل موضوع هذا البروتوكول وهدفه في الاعتراف باختصاص اللجنة في أن تتلقى وتبحث الرسائل التي ترد من اﻷفراد الذين يزعمون أنهم ضحايا لانتهاك ارتكبته دولة من الدول اﻷطراف ﻷي حق من الحقوق المنصوص عليها في العهد.

وإن غاية البروتوكول وغرضه هما الاعتراف باختصاص اللجنة في أن تتلقى وتبحث البلاغات التي ترد من الأفراد الذين يزعمون أنهم ضحايا لانتهاك ارتكبته دولة من الدول الأطراف لأي حق من الحقوق المنصوص عليها في العهد والدول تقبل الحقوق الأساسية للأفراد على أساس العهد وليس على أساس البروتوكول الاختياري الأول.

The Committee further recalls that any State party that has made the declaration provided for under article 22 of the Convention has recognized the competence of the Committee to receive and consider complaints from individuals who claim to be victims of violations of one or other of the provisions of the Convention.
وتذكِّر اللجنة كذلك، بأن أي دولة طرف أصدرت الإعلان المنصوص عليه في المادة 22 من الاتفاقية تكون قد اعترفت باختصاص اللجنة في أن تتلقى وتنظر في شكاوى الأفراد الذين يدّعون أنهم وقعوا ضحية انتهاك حكم واحد أو أكثر من أحكام الاتفاقية.

Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4- وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

4. Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4- وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

فالدول الأطراف، بانضمامها إلى البروتوكول الاختياري، تعترف باختصاص اللجنة في أن تتلقى بلاغات من الأفراد الذين يدّعون أنهم ضحايا انتهاكات لأي حق من الحقوق المنصوص عليها في العهد وأن تنظر فيها (الديباجة والمادة 1).
