20. The Secretary-General's proposal to retain cash balances within the Organization by suspending the application of the relevant financial regulations and rules to closed peacekeeping missions would be carefully studied, especially since the Indian Government, which had spoken out repeatedly against cross-borrowing, believed that such a suspension would not harm payment of the Organization's dues to Member States for those closed missions.
