While most efforts to strengthen the international legal and institutional framework for nuclear cooperation and commerce focused on the interests of States engaged in nuclear research or power generation, a far greater number of countries had an interest in ensuring that peaceful nuclear activities were carried out in accordance with the highest international standards of safety and security.
