The study on terrorism and human rights focused more on the armed conflict definitional problem, but important principles discussed in the report, such as nullum crimen sine lege and the principle of individual criminal responsibility, apply mainly in the criminal law field.

The SecretaryGeneral was also requested to transmit the preliminary report of the Special Rapporteur to Governments, specialized agencies and concerned intergovernmental and nongovernmental organizations with the request that they submit to the Special Rapporteur as soon as possible comments, information and data relating to the study on terrorism and human rights.
