With respect to States or international organizations which are already parties to a treaty when the reservation is formulated, however, the situation is different: It is their protracted silence -- generally for a period of 12 months -- or, in particular, the absence of any objection on their part which is considered as an acceptance of the reservation.
أما فيما يتعلق بالدول أو المنظمات الدولية التي تكون فعلا أطرافا في المعاهدة عند إبداء التحفظ، فإن الحال يختلف. فسكوتها المتواصل - لمدة 12 شهرا كقاعدة عامة - أو على الأدق غياب أي اعتراض من جانبها هو الذي يعتبر بمثابة قبول للتحفظ.

(b) The State from whose territory or facility a space object has been launched should, in the absence of prior agreement, contact States or international intergovernmental organizations that could qualify as " launching States " to jointly determine which State or entity should register the space object;

With respect to States or international organizations which become contracting parties to a treaty after the formulation of a reservation, the presumption of acceptance is justified not by their silence but rather by the fact that this State or international organization, aware of the reservations formulated, accedes to the treaty without objecting to the reservations.

أما فيما يتعلق بالدول أو المنظمات الدولية التي أعلنت فعلا موفقتها على الالتزام بالمعاهدة عند صوغ التحفظ، فتكون الحالة مختلفة: إذ يكون سكوتها الممتد - اثني عشر شهراً كقاعدة عامة - أو بصورة أدق عدم اعتراضها هو ما يُعتبر قبولاً للتحفظ.

A review of some of the declarations containing unilateral acts in the sense that is of interest to the Commission, such as those relating to the recognition of States or the renunciation of certain territories, indicates that in no case does the author State specify the space to which the declaration applies, leading one to conclude that, most often, the general principle cited above is applied.
