10. The expert group considered basic approaches to developing a possible methodology for assessing the consequences actually incurred by third States as a result of preventive or enforcement measures, taking into account the particular problems and needs of developing countries confronted with the special economic problems arising from carrying out such measures.

Finally, in paragraph 4, the General Assembly endorsed the proposal of the Secretary-General that an ad hoc expert group meeting should be convened in the first half of 1998 with a view to developing a possible methodology for assessing the consequences actually incurred by third States as a result of preventive or enforcement measures.

In this connection, they confirmed, either explicitly or implicitly, that, at present, there was no uniform and internationally recognized methodology for identifying and assessing actual or potential consequences incurred by third States as a result of such preventive or enforcement measures.
وفي هذا الصدد، أكدوا صراحة أو ضمنا أنه ليس ثمة منهجية موحدة ومعترف بها دوليا في الوقت الراهن للوقوف على اﻵثار الفعلية أو المحتملة التي تلحق بالدول الثالثة من جراء هذه التدابير الوقائية أو تدابير اﻹنفاذ.

40. At the same session, it was suggested that the practical problem of the assessment of the actual damage suffered by third States as a result of the imposition of sanctions should be addressed and that a methodology should be developed to that end.
٠٤ - وفي الدورة ذاتها، اقترح معالجة المشكلة العملية المتعلقة بتقييم الضرر الفعلي الذي يلحق بالدول الثالثة من جراء فرض الجزاءات، ووضع منهجية لهذا الغرض.

66. A number of representatives observed that the practical problem of the assessment of the actual damage suffered by third States as a result of the imposition of sanctions should be addressed and that a methodology should be developed to that end.
٦٦ - ولاحظ عدد من الممثلين انه ينبغي معالجة المشكلة العملية المتعلقة بتقييم الضرر الفعلي الذي يلحق بالدول الثالثة من جراء فرض الجزاءات، وينبغي وضع منهجية لهذا الغرض.

It appreciated the fact that the Secretary-General, in pursuance of his own proposal and General Assembly resolution 52/162, had convened a group of ad hoc experts to develop a methodology of assessing the consequences incurred by third States as a result of preventive or enforcement measures and to explore innovative and practical measures of international assistance to those States.
وأعرب عن تقديره لﻷمين العام لقيامه، عملا بالاقتراح المقدم منه، أي اﻷمين العام، وبقرار الجمعية العامة ٥٢/١٦٢، بدعوة فريق خبراء مخصص لوضع منهجية لتقييم اﻵثار التي تلحق فعلا بالدول الثالثة من جراء تنفيذ التدابير الوقائية أو التدابير القسرية واستكشاف تدابير مبتكرة وعملية لتقديم مساعدة دولية لتلك الدول.

7. Ms. Baykal (Turkey) said that the ad hoc expert group meeting on developing a methodology for assessing the consequences incurred by third States as a result of preventive or enforcement measures, in which a Turkish expert had participated, had produced commendable results.
٧ - السيدة بيكال )تركيا(: قالت لقد أسفر اجتماع فريق الخبراء المخصص المعني بوضع منهجية لتقييم اﻵثار التي تلحق بالدول الثالثة من جراء تنفيذ التدابير الوقائية أو تدابير اﻹنفاذ، عن نتائج جيدة.

12. In the light of the above comments and observations from the competent organizations in this field, it is proposed that the Department of Economic and Social Affairs should continue its efforts, on the basis of the work already done, with a view to developing a possible methodology for assessing the consequences actually incurred by third States as a result of preventive or enforcement measures.
٢١ - وفي ضوء التعليقات والملاحظات الواردة من المنظمات المختصة في هذا الميدان، يقترح أن تواصل إدارة الشؤون الاقتصادية والاجتماعية بذل جهودها، استنادا إلى اﻷعمال المنجزة حتى اﻵن، بهدف وضع منهجية يمكن اتباعها لتقييم اﻵثار التي تلحق بالفعل بالدول الثالثة من جراء التدابير الوقائية أو تدابير اﻹنفاذ.

34. The Food and Agriculture Organization of the United Nations (FAO) has carefully examined the report of the ad hoc expert group meeting on developing a methodology for assessing the consequences incurred by third States as a result of preventive or enforcement measures and on exploring innovative and practical measures of international assistance to the affected third States.
٣٤ - ونظرت منظمة اﻷمم المتحدة لﻷغذية والزراعة بعناية في تقرير اجتماع فريق الخبراء المخصص لوضع منهجية لتقييم اﻵثار التي تلحق بالدول الثالثة من جراء تنفيذ التدابير الوقائية أو تدابير اﻹنفاذ، واستكشاف تدابير مبتكرة وعملية لتقديم المساعدة الدولية إلى الدول الثالثة المتضررة.

45. The Office of the United Nations High Commissioner for Refugees (UNHCR) commended the work of the ad hoc expert group and took note with interest of its valuable proposals concerning a possible methodology for assessing the consequences incurred by third States as a result of the application of sanctions.
٤٥ - وأثنت مفوضية اﻷمم المتحدة السامية لشؤون اللاجئين على أعمال فريق الخبراء المخصص، وأحاطت علما مع الاهتمام بمقترحاته القيمة فيما يتعلق بإمكانية وضع منهجية لتقييم اﻵثار التي تلحق بالدول الثالثة من جراء تطبيق الجزاءات.

55. In the Working Group, some representatives stressed that there was an urgent need to address seriously the problem of adverse economic effects caused to third States as a result of the application of sanctions by the Security Council, particularly in view of the increase in the number of adversely affected States.
٥٥ - في الفريق العامل، شدد عدد من الممثلين على الحاجة الملحة إلى التصدي بجدية لمشكلة اﻵثار الاقتصادية المعاكسة التي تلحق بالدول الثالثة من جراء تطبيق الجزاءات التي يفرضها مجلس اﻷمن، لا سيما إزاء زيادة عدد الدول المتضررة.

Welcomes the report of the Secretary-General containing a summary of the deliberations and main findings of the ad hoc expert group meeting on developing a methodology for assessing the consequences incurred by third States as a result of preventive or enforcement measures and on exploring innovative and practical measures of international assistance to the affected third States,

His delegation welcomed the report of the Secretary-General (A/52/308) and agreed with the conclusion reflected in paragraph 6 to the effect that " there was no uniform and internationally recognized methodology for identifying and assessing actual or potential consequences incurred by third States as a result of preventive or enforcement measures. "
٤٤ - وأعرب عن ترحيب وفده بتقرير اﻷمين العام (A/52/308) وقال إنه يتفق مع النتيجة التي خلص إليها في الفقرة ٦ القائلة بأنه " ليس ثمة منهجية موحدة ومعترف بها دوليا في الوقت الراهن للوقوف على اﻵثار الفعلية أو المحتملة التي تلحق بالدول الثالثة من جراء هذه التدابير الوقائية أو تدابير اﻹنفاذ " .

In this connection, mention was made of the proposal of the Secretary-General in his report to convene a meeting of an ad hoc group of experts to study a methodology for assessing the consequences actually incurred by third States as a result of preventive or enforcement measures, a proposal that had been adopted by the General Assembly in paragraph 4 of its resolution 52/162 of 15 December 1997.
وأشير في هذا الصدد إلى اقتراح اﻷمين العام الوارد في تقريره بشأن الدعوة إلى عقد اجتماع لفريق خبراء مخصص من أجل دراسة منهجية لتقييم اﻵثار التي تلحق بالفعل بالدول الثالثة من جراء تنفيذ التدابير الوقائية أو تدابير اﻹنفاذ، وهو الاقتراح الذي اعتمدته الجمعية العامة في الفقرة ٤ من قرارها ٥٢/١٦٢ المؤرخ ١٥ كانون اﻷول/ ديسمبر ١٩٩٧.

19. Regarding paragraph 6 of resolution 50/51, the suggestion was made, on the other hand, that the international financial institutions should adopt special programmes to address the adverse effects on third States of economic sanctions imposed under Chapter VII.
١٩ - وفيما يتعلق بالفقرة ٦ من القرار ٥٠/٥١، اقترح، من ناحية أخرى، أن تعتمد المؤسسات المالية الدولية برامج خاصة لمعالجة اﻵثارة الضارة بالدول الثالثة من جراء الجزاءات الاقتصادية المفروضة بموجب الفصل السابع.
