Cooperation with the United Nations Educational, Scientific and Cultural Organization on Education for All, and with WHO on Health for All, reinforced the UNICEF agenda for the mid-decade goals and the goals for children and development for the 1990s.

With India's ratification of the United Nations Convention on the Rights of the Child, a rights-oriented approach to children and development is gaining importance and will henceforth form the basis of Government strategy to achieve major goals of child development.
