8. Regarding the effective follow-up of recommendations from international monitoring mechanisms, NNGOFHR recommended that Norway establish procedures to ensure systematic identification of the nature and specific content of each recommendation and the creation of strategies to fulfil them.

The open debate will provide an opportunity for Member States to continue to discuss the establishment of a mechanism to demonstrate the Security Council commitment to an effective follow-up of its referrals to the Court, including by considering whether the Informal Working Group on International Tribunals should be tasked with dealing with issues pertaining to Court referrals or establishing a specific subsidiary body.

In its resolution 52/182, the Assembly requested the Secretary-General, in collaboration with the secretariat of UNCTAD, to report to the General Assembly at its fifty-third session on recommendations for effective follow-up to the relevant sections of agreed conclusions 1997/1 of the Economic and Social Council on fostering an enabling environment for development.

49. At the September 1993 Regional Ministerial Consultation at Manila, 17 countries signed the " Manila consensus " , in which they reaffirmed their commitment to pursue vigorously the goals of their respective national programmes of action and to adopt policies, programmes and relevant strategies that will achieve the mid-decade goals by the end of 1995.
٩٤ - كذلك فقد شهدت المشاورة الوزارية اﻹقليمية المعقودة في مانيلا في أيلول/سبتمبر ١٩٩٣ قيام ١٧ بلدا بتوقيع " توافق آراء مانيلا " حيث أكدت من جديد التزامها بالمتابعة الفعالة ﻷهداف برامج العمل الوطنية لكل منها، واعتماد سياسات وبرامج واستراتيجيات لها أهميتها بما يتيح لتلك البلدان تحقيق أهداف منتصف العقد بنهاية عام ١٩٩٥.
