Conclusions 111. Until 1992, the International Law Commission had been developing the concept of prevention as part of its work on international liability for injurious consequences arising out of acts not prohibited by international law.
١١١ - ظلت لجنة القانون الدولي، حتى عام ١٩٩٢، تطور مفهوم الوقاية كجزء من عملها المتعلق بالمسؤولية الدولية عن النتائج الضارة الناجمة عن أفعال لا يحرمها القانون الدولي.

Only two States had reacted to the 1996 report of the Working Group on international liability for injurious consequences arising out of acts not prohibited by international law, a topic whose political and economic implications were such that it was practically impossible for the Commission to conclude its work without precise guidelines from the Committee.

3. With regard to international liability for injurious consequences arising out of acts not prohibited by international law, his delegation endorsed the Commission’s decision to study first the prevention of transboundary damage from hazardous activities.

19. With regard to international liability for injurious consequences arising out of acts not prohibited by international law, his delegation commended the Working Group for recognizing the need to strike a balance between prevention and liability.

٩ - وقال إنه فيما يتعلق بالمسؤولية الدولية عن النتائج الضارة الناجمة عن أفعال لا يحظرها القانون الدولي، تم احراز تقدم كبير، لا سيما بالمقارنــة مــع السنــة السابقة.

27. Turning to the draft articles on international liability for injurious consequences arising out of acts not prohibited by international law, he said that the increasing number of activities involving the utilization of hazardous materials or substances that might have a transboundary impact conferred particular importance on the draft articles.
٢٧ - وانتقل الى مشاريع المواد المتعلقة بالمسؤولية الدولية عن النتائج الضارة الناجمة عن اﻷفعال التي لا يحظرها القانون الدولي فقال إن تزايد عدد اﻷنشطة المنطوية على استخدام مواد خطرة قد يؤدي الى آثار تتسرب الى خارج الحدود يضفي عظيم اﻷهمية على مشاريع المواد هذه.

66. On the question of international liability for injurious consequences arising out of acts not prohibited by international law, she said that her delegation welcomed the emphasis on preventive action, in article 4 of the draft articles.
٦٦ - وفيما يتعلق بالمسؤولية الدولية عن النتائج الضارة الناجمة عن أفعال لا يحظرها القانون الدولي، قالت إن وفدها يرحب بالتأكيد على اﻹجراءات الوقائية الواردة في المادة ٤ من مشاريع المواد.

He referred in that regard to the concept of State crime in article 19 of Part One of the draft articles on State responsibility as well as to the draft articles on international liability for injurious consequences arising out of acts not prohibited by international law.
وأشار في هذا الصدد إلى مفهوم جناية الدولة الوارد في المادة ١٩ من الباب اﻷول من مشاريع المواد المتعلقة بمسؤولية الدول، وكذلك مشاريع المواد المتعلقة بالمسؤولية الدولية عن النتائج الضارة الناجمة عن أفعال لا يحظرها القانون الدولي.
