وقد اعتمد مجلس الجامعة وضع الخطة الاستراتيجية لجامعة الأمم المتحدة لعام 2000: النهوض بالمعرفة من أجل أمن الإنسان والتنمية في دورته السادسة والأربعين في كانون الأول/ديسمبر 1999 فكانت خطوة أولى نحو تعزيز قدرة الجامعة على جمع الأموال.
