However, it should be pointed out that, generally speaking, rights and obligations defined by the Convention are not balanced. This is mainly reflected in the fact that developed countries have failed to undertake substantial commitments as to ways in which they can help developing countries fulfil Convention obligations, especially in terms of financial resources and mechanisms.

(b) During the Intergovernmental Negotiating Committee session, ELCI chaired the ECO committee which published 28 issues of this bulletin, and also chaired the non-governmental organization working group on financial resources and mechanisms which influenced negotiations;

٢٥ - واتباعا لنمط الفترة السابقة المتخللة للدورات، سينشأ فريقان عاملان مخصصان مفتوحا باب العضوية ويعقدان فيها الدورات لتناول البنود القطاعية المبرمجة لعام ١٩٩٦، أي الغلاف الجوي والمحيطات والمسائل التكنولوجية ذات الصلة، من جهة، والمسائل المشتركة بين القطاعات والمتعلقة بالموارد واﻵليات المالية فضلا عن تغيير أنماط اﻹنتاج والاستهلاك، من جهة أخرى.

The main objectives of chapter 33 of Agenda 21 are (a) to establish measures concerning financial resources and mechanisms for the implementation of Agenda 21; (b) to provide new and additional financial resources that are both adequate and predictable; and (c) to seek the full use and continuing qualitative improvement of funding mechanisms to be utilized for the implementation of Agenda 21.
٨ - تتمثل اﻷهداف اﻷساسية في الفصل ٣٣ من جدول أعمال القرن ٢١ فيما يلي )أ( تحديد التدابير المتعلقة بالموارد واﻵليات المالية لتنفيذ جدول أعمال القرن ٢١؛ )ب( توفير موارد مالية جديدة وإضافية تتسم بالكفاية وبإمكانية التنبؤ بها على السواء؛ و )ج( السعي الى الاستفادة بصورة كاملة ﻵليات التمويل التي ستستخدم لتنفيذ جدول أعمال القرن ٢١ ومواصلة تحسين نوعية هذه اﻵليات.
