167- وفيما يتعلق بالحدود الزمنية للاحتجاز قبل المحاكمة، فإنه ينبغي، رغم سماح الدستور بتمديد الحد الزمني بقرار من سلطات الشرطة في حالات الإرهاب والتجسس والاتجار غير المشروع في المخدرات، أن يكون هناك قرار حكومي يحد من هذه السلطة إلى حين إعادة سريان الحد الزمني المنصوص عليه في الفقرة 24(ي) من المادة 2 من الدستور بالنسبة لجميع الجرائم.
