Lastly, the Special Rapporteur addressed urgent appeals to the Governments of Colombia, Costa Rica, Guatemala, Peru, the Philippines and Sri Lanka on behalf of persons who had allegedly received death threats from private individuals cooperating with or tolerated by the authorities.

The Special Rapporteur also transmitted urgent appeals to the Government of Angola, Malawi, Panama, Turkey and the United Republic of Tanzania on behalf of persons or groups of persons who were reportedly at risk of imminent extradition, refoulement or return to countries where there were serious grounds to believe that their lives were at risk.

The Special Rapporteur also notes with concern that he transmitted three urgent appeals to the Government of India, one on behalf of witnesses in a case of a disappeared person and two on behalf of persons who had cooperated with United Nations human rights bodies.

The Special Rapporteur also sent urgent appeals to the Governments of Burundi, Chad and the Islamic Republic of Iran on behalf of persons who had been expelled or extradited from a neighbouring country despite the fact that there their lives were reportedly at risk in their country of origin.

31. Urgent appeals were transmitted on behalf of persons who had received death threats or whose lives were said to be at risk to the Governments of Argentina, Brazil, Cambodia, Colombia, Costa Rica, Djibouti, El Salvador, Guatemala, Iran, Kenya, Mexico, Nigeria, Peru and Rwanda.
١٣- وأُرسلت نداءات عاجلة بالنيابة عن أشخاص تلقوا تهديدات بالقتل أو يُقال إن حياتهم في خطر وذلك إلى حكومات كل من اﻷرجنتين وإيران والبرازيل وبيرو وجيبوتي ورواندا والسلفادور وغواتيمالا وكمبوديا وكوستاريكا وكولومبيا وكينيا والمكسيك ونيجيريا.

These actions directly and explicitly contradict the widely publicized agreement with the European Union and also constitute an escalation in the application of the so-called Helms-Burton Act because, in this case, Washington is acting on behalf of persons who were not American citizens when their properties were nationalized.
