The Committee monitors the Covenant by examining periodic reports submitted by the States parties and receives individual communications concerning violations of the Covenant by States parties having adhered to the Optional Protocol to the Covenant.
وترصد اللجنة العهد عن طريق دراسة التقارير الدورية التي تقدمها الدول اﻷطراف وتتلقى رسائل من اﻷفراد تتصل بانتهاكات العهد من جانب الدول اﻷطراف التي انضمت إلى البروتوكول الاختياري للعهد.

The State party offered $10,000 in 2007, which the author rejected, because the State party does not recognize the violations of the Covenant and because is not commensurate with the damage suffered.

4.2 Moreover, the State party finds the author's communication vague in respect of the alleged violations of the Covenant.

5.3 The author contends that the allegations about his son's torture and unfair trial have not been answered by the State party, and that his son has still not been provided with an effective remedy in relation to the violations of the Covenant of which he was a victim.

6.3 The Committee noted the author's argument that he could not have claimed violations of the Covenant before they took place; and that the omissions on the part of the Criminal Court of Grasse and the Review Commission could not at any stage have been subject to appeal.

It is implicit in article 4, paragraph 2, of the Optional Protocol that the State party has the duty to investigate in good faith all allegations of violations of the Covenant made against it and its authorities, and to furnish to the Committee the information available to it.
وتنص الفقرة 2 من المادة 4 من البروتوكول الاختياري ضمناً على أن الدولة الطرف عليها واجب التحقيق بحسن نية في جميع الادعاءات بانتهاكات العهد المقدمة ضدها أو ضد سلطات تابعة لها، وتقديم المعلومات المتاحة لديها إلى اللجنة.
