1. quantified emission limitation and reduction commitments of Annex I Parties
1- الالتزامات الكمية للأطراف المدرجة في المرفق بتحديد الانبعاثات وخفضها

The COP shall review and finalize the principles, modalities, rules and guidelines for measurement, reporting and verification, including those relating to quantified emission limitation and reduction commitments.]
ويستعرض مؤتمر الأطراف ويُتمِّم المبادئ والطرائق والقواعد والمبادئ التوجيهية المتعلقة بالقياس والإبلاغ والتحقق، بما يشمل الالتزامات الكمية بتحديد الانبعاثات وخفضها.]

The COP shall define the relevant principles, modalities, rules and guidelines, in particular for verification, reporting and accountability for implementation of quantified emission limitation and reduction commitments.
33- ويُحدِّد مؤتمر الأطراف المبادئ والطرائق والقواعد والمبادئ التوجيهية ذات الصلة، وبخاصة للتحقق والإبلاغ والمحاسبة فيما يخص تنفيذ الالتزامات الكمية بتحديد الانبعاثات وخفضها.

The values and data shall be submitted to the Conference of the Parties serving as the meeting to the Parties to the Kyoto Protocol before an agreement is reached on the quantified emission limitation and reduction commitments for the commitment period to which the data refer.
وتُقدم القيم والبيانات إلى مؤتمر الأطراف العامل/اجتماع الأطراف قبل التوصل إلى اتفاق بشأن الالتزامات الكمية بتحديد الانبعاثات وخفضها في فترة الالتزام التي تشير إليها البيانات.

Parties' quantified emissions limitation and reduction commitments for subsequent five-year commitment periods, established in amendments to Annex B to the Kyoto Protocol, shall be duplicated in Annex Z to this Protocol.
وتُستنسخ في المرفق Z لهذا البروتوكول الالتزامات الكمية للأطراف بتحديد الانبعاثات وخفضها لفترات الالتزام اللاحقة التي تبلغ لكل منها خمس سنوات، والمقررة في تعديلات المرفق باء لبروتوكول كيوتو.

Appropriate action may comprise, in particular, new quantified emission limitation and reduction commitments for individual Parties as well as a strengthening of existing quantified emission limitation and reduction commitments.
3- يمكن أن تشمل الإجراءات المناسبة، بوجه خاص، التزامات كمية جديدة بتحديد الانبعاثات وخفضها لفرادى الأطراف وكذلك تعزيز الالتزامات الكمية القائمة بتحديد الانبعاثات وخفضها.

3. Appropriate action may comprise, in particular, new quantified emission limitation and reduction commitments for individual Parties as well as a strengthening of existing quantified emission limitation and reduction commitments through amendment of Annex B in accordance with Article 21.
3- يمكن أن تشمل الإجراءات المناسبة، بوجه خاص، التزامات كمية جديدة بتحديد الانبعاثات وخفضها لفرادى الأطراف وكذلك تعزيز الالتزامات الكمية القائمة بتحديد الانبعاثات وخفضها من خلال تعديل المرفق باء وفقاً للمادة 21.

40. Decides that new market-based mechanisms shall be established, the purpose of which shall be to enable Parties not included in Annex I to strengthen their contribution to the ultimate objective of the Convention, to assist Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments under Article 3, and to promote sustainable development;
40- يقرر أن تُنشأ آليات سوق جديدة الغرض منها تمكين الأطراف غير المدرجة في المرفق الأول من تعزيز مساهمتها في الهدف النهائي للاتفاقية، ومساعدة الأطراف المدرجة في المرفق الأول على الامتثال لالتزاماتها الكمية بتحديد الانبعاثات وخفضها بموجب المادة 3، والتشجيع على التنمية المستدامة.

Decides that, for the second commitment period, additions to and subtractions from the assigned amount of a Party resulting from emissions trading and the project-based mechanisms shall not exceed 30 per cent of the quantified emission limitation and reduction commitment of that Party.
45- يُقرر، فيما يخص فترة الالتزام الثانية، ألا تتجاوز الكميات المُضافة إلى الكمية المُخصصة لطرف من الأطراف والكميات المطروحة منها الناتجة عن الاتجار بالانبعاثات والآليات القائمة على مشاريع ما نسبته 30 في المائة من الالتزام الكمي لذلك الطرف بتحديد الانبعاثات وخفضها.

Decides that, for the second commitment period, additions to and subtractions from the assigned amount of a Party resulting from emissions trading and the project-based mechanisms shall not exceed 30 per cent of the quantified emission limitation and reduction commitment of that Party.
40- يُقرر، فيما يخص فترة الالتزام الثانية، ألا تتجاوز الكميات المُضافة إلى الكمية المُخصصة لطرف من الأطراف والكميات المطروحة منها الناتجة عن الاتجار بالانبعاثات والآليات القائمة على مشاريع ما نسبته 30 في المائة من الالتزام الكمي لذلك الطرف بتحديد الانبعاثات وخفضها.

(d) Parties included in Annex I may use the [units] accruing from such activities to contribute to compliance with part of their quantified emission limitation and reduction commitments under Article 3, as determined by the Conference of the Parties serving as the meeting of the Parties to this Protocol; and
(د) يجوز للأطراف المدرجة في المرفق الأول أن تستخدم [الوحدات] المستحقة من هذه الأنشطة للإسهام في الامتثال لجزء من التزاماتها الكمية بتحديد الانبعاثات وخفضها وفقاً للمادة 3، على نحو ما يقرره مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في هذا البروتوكول؛ و

Decides to evaluate modalities and procedures with a view to considering the possibility of using market-based approaches as an opportunity to enhance the cost-effectiveness of, and to promote, mitigation actions, bearing in mind different circumstances of developed and developing country Parties, without prejudice to the responsibility of developed country Parties for fulfilling their quantified emission limitation and reduction commitments.
يقرر تقييمَ طرائق وإجراءات بغية النظر في إمكانية استخدام النُهُج القائمة على السوق كفرصة لتحسين فعالية تكلفة إجراءات التخفيف وتعزيزها، مع مراعاة مختلف ظروف البلدان المتقدمة والنامية الأطراف، وبدون انتقاص مسؤولية البلدان المتقدمة الأطراف فيما يتعلق بالوفاء بالتزاماتها الكمية بتحديد الانبعاثات وخفضها.

The Conference of the Parties shall approve appropriate and effective procedures and mechanisms to determine and address cases of non-compliance with the quantified emission limitation and reduction commitments undertaken by developed country Parties pursuant to subparagraphs 6(a) and 6(b) of Article 4 of this Protocol.
يوافق مؤتمر الأطراف على إجراءات وآليات مناسبة وفعالة لتحديد ومعالجة حالات عدم الامتثال لما اتخذته البلدان المتقدمة الأطراف من التزامات كمية بتحديد الانبعاثات وخفضها عملاً بالفقرتين الفرعيتين 6(أ) و6(ب) من المادة 4 من هذا البروتوكول.

12. Decides that Parties included in Annex I to the Convention that are also Parties to the Kyoto Protocol take measures such that at least 10 per cent of all certified emission reductions used to comply with their quantified emission limitation and reduction commitments in the second commitment period are sourced from project activities hosted in least developed countries, small island developing States and countries in Africa;
12- يُقرر أن على الأطراف المدرجة في المرفق الأول للاتفاقية الأطراف أيضاً في بروتوكول كيوتو أن تتخذ تدابير بحيث يكون مصدر ما لا يقل عن 10 في المائة من مجموع وحدات خفض الانبعاثات المُعتمد المستخدَمة للامتثال لالتزاماتها الكمية بتحديد الانبعاثات وخفضها في فترة الالتزام الثانية أنشطة المشاريع المُستضافة في أقل البلدان نمواً وفي الدول النامية الجزرية الصغيرة وفي بلدان في أفريقيا؛
