Article 2.1 bis: Each Party not included in Annex I, which has elected to make a commitment inscribed in Annex BI, in achieving its quantified emission limitation and reduction commitment under Article 3, in order to promote sustainable development shall, implement the provisions in Article 2 paragraph 1 (a)-(b) above.
المادة 2-1- مكرراً: كل طرف غير مدرج في المرفق الأول، قطع على نفسه التزاماً مُقيداً في المرفق باء - أولاً يقوم في أداء التزاماته بتحديد وخفض الانبعاثات كمياً بموجب المادة 3، بغية تعزيز التنمية المستدامة، بتنفيذ الأحكام المنصوص عليها في الفقرة 1(أ)-(ب) من المادة 2 أعلاه.

How would the provision ‘supplemental to domestic actions’ be operationalized (basis of calculation)? Under the CDM, Annex I Parties may use the CERs to ‘contribute to compliance with part of their quantified emission limitation and reduction commitments’ as determined by COP/MOP (Article 12.3).

(b) The purpose of the clean development mechanism shall be to promote nationally appropriate mitigation actions by Parties included in Annex C in achieving sustainable development and in contributing to the ultimate objective of the Convention, and to assist Parties included in Annex I in meeting their quantified emission limitation and reduction commitments under Article 3, paragraph 1.

المادة 12-3(ج) مكرراً: للأطراف غير المدرجة في المرفق الأول التي قطعت على نفسها التزاماً مقيداً في المرفق باء أولاً، أن تستخدم وحدات خفض الانبعاثات المعتمد، المتأتية من أنشطة المشاريع هذه للإسهام في الامتثال لجزء من التزاماتها بتحديد وخفض الانبعاثات كمياً وفقاً للمادة 3، على نحو ما يقرره مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في هذا البروتوكول.

This scale is defined in terms of aggregate CO2 eq emissions of those gases not exceeding Parties' assigned amounts, calculated pursuant to their QELRCs inscribed in Annex B;
ويُحدد هذا النطاق من حيث مكافئ ثاني أكسيد الكربون من إجمالي الانبعاثات من تلك الغازات التي لا تتجاوز الكميات المسندة إلى الأطراف، محسوبة استناداً إلى الالتزامات بتحديد وخفض الانبعاثات كمياً كما هي مبيّنة في المرفق باء؛

It would also be possible to retain the information on the first commitment period and add a third column to the table in Annex B. This new column would indicate the new QELRCs for the second commitment period.
12- وسيكون بالإمكان أيضاً الإبقاء على المعلومات المتعلقة بفترة الالتزام الأولى وإضافة عمود ثالث إلى الجدول في المرفق باء. ويبيّن هذا العمود الجديد الالتزامات الجديدة بتحديد وخفض الانبعاثات كمياً لفترة الالتزام الثانية.
