The presentation included an overview of the following options for raising revenues to assist in meeting the costs of adaptation:

Studies indicate that preference-receiving countries may be affected by adjustment costs resulting from the elimination of quotas.
وتشير الدراسات إلى أن البلدان الحاصلة على أفضليات قد تتأثر بتكاليف التكيف المترتبة على إزالة نظام الحصص.

Extending the share of proceeds to assist in meeting the costs of adaptation to joint implementation and emissions trading;
(أ) توسيع نطاق حصة الإيرادات للمساعدة في الوفاء بتكاليف التكيف مع التنفيذ المشترك والاتجار بالانبعاثات؛

The Conference of the Parties serving as the meeting of the Parties to this Protocol shall ensure that a share of the proceeds from certified project activities is used to cover administrative expenses as well as to assist developing country Parties that are particularly vulnerable to the adverse effects of climate change to meet the costs of adaptation.
8- يكفل مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في هذا البروتوكول أن يستخدم نصيب من العوائد المتأتية من أنشطة المشاريع المعتمدة في تغطية التكاليف الإدارية فضلاً عن مساعدة الأطراف من البلدان النامية المعرضة بصفة خاصة لآثار تغير المناخ الضارة على الوفاء بتكاليف التكيف.

The Conference of the Parties serving as the meeting of the Parties to this Protocol shall ensure that a share of the proceeds from certified project activities is used to cover administrative expenses as well as to assist developing country Parties that are particularly vulnerable to the adverse effects of climate change to meet the costs of adaptation.
٨- يكفل مؤتمر اﻷطراف العامل بوصفه اجتماع اﻷطراف في هذا البروتوكول أن يستخدم نصيب من العوائد المتأتية من أنشطة المشاريع المعتمدة في تغطية التكاليف اﻹدارية فضلاً عن مساعدة اﻷطراف من البلدان النامية المعرضة بصفة خاصة ﻵثار تغير المناخ الضارة على الوفاء بتكاليف التكيف.

At least one account for the purpose of holding and transferring CERs corresponding to the share of proceeds to cover administrative expenses and to assist in meeting costs of adaptation in accordance with Article 12, paragraph 8.
(د) حساب واحد على الأقل لغرض اقتناء ونقل وحدات خفض الانبعاثات المعتمدة المناظرة لنصيب العوائد لتغطية النفقات الإدارية والمساعدة في الوفاء بتكاليف التكيف وفقا للفقرة 8 من المادة 12.

Forward the quantity of CERs corresponding to the share of proceeds to cover administrative expenses and to assist in meeting costs of adaptation in accordance with Article 12, paragraph 8, to the appropriate accounts in the CDM registry for holding and transferring such CERs;
(ب) إرسال كمية وحدات خفض الانبعاثات المعتمدة المناظرة لنصيب العوائد لتغطية النفقات الإدارية والمساعدة في الوفاء بتكاليف التكيف وفقا للفقرة 8 من المادة 12 إلى الحسابات الملائمة في سجل آلية التنمية النظيفة لاقتناء ونقل وحدات خفض الانبعاثات المعتمدة هذه؛

At least one account for the purpose of holding and transferring CERs corresponding to the share of proceeds to cover administrative expenses and to assist in meeting costs of adaptation in accordance with Article 12, paragraph 8.
(د) حساب واحد على الأقل لغرض اقتناء ونقل وحدات خفض الانبعاثات المعتمدة المناظرة لحصة العوائد لتغطية النفقات الإدارية والمساعدة في الوفاء بتكاليف التكيف وفقا للفقرة 8 من المادة 12.

Forward the quantity of CERs corresponding to the share of proceeds to cover administrative expenses and to assist in meeting costs of adaptation, in accordance with Article 12, paragraph 8, to the appropriate accounts in the CDM registry for holding and transferring such CERs;
(ب) إحالة كمية وحدات خفض الانبعاثات المعتمدة المناظرة لحصة العوائد لتغطية النفقات الإدارية والمساعدة في الوفاء بتكاليف التكيف وفقا للفقرة 8 من المادة 12 إلى الحسابات الملائمة في سجل آلية التنمية النظيفة لاقتناء ونقل وحدات خفض الانبعاثات المعتمدة هذه؛

The [remaining] amount of the share of proceeds to be used to assist developing country Parties that are particularly vulnerable to the adverse effects of climate change in meeting the costs of adaptation shall be transferred to an adaptation fund established by the [COP] [COP/MOP].]
أما المبلغ [المتبقي] من الحصة من العوائد الذي يستخدم في مساعدة البلدان النامية الأطراف المعرضة بشكل خاص للآثار الضارة لتغير المناخ في الوفاء بتكاليف التكيف فينقل إلى صندوق التكيف الذي ينشئه [مؤتمر الأطراف] [مؤتمر الأطراف/إجتماع الأطراف] ]

An update on the issue of extending the share of proceeds to assist in meeting the costs of adaptation to joint implementation (JI) and emissions trading was introduced with a presentation of a technical paper on this matter.

Further noting that the objective of the Adaptation Fund is " to assist developing country Parties that are particularly vulnerable to the adverse effects of climate change to meet the costs of adaptation " (Article 12, paragraph 8 of the Kyoto Protocol),
وإذ يلاحظ كذلك أن الهدف من صندوق التكيف هو " مساعدة الأطراف من البلدان النامية المعرضة بصفة خاصة لآثار تغير المناخ الضارة على الوفاء بتكاليف التكيف " (الفقرة 8 من المادة 12 من بروتوكول كيوتو).

On the one hand, countries have to facilitate the increased flow of labour and resources across sectors, and, on the other, they must cope with the adjustment costs this creates.
فمن جهة يتعين على البلدان أن تيسر زيادة تدفق العمالة والموارد عبر القطاعات؛ ومن جهة أخرى، يجب على هذه البلدان أن تتكفل بتكاليف التكيف التي تترتب على ذلك.

Developing countries should be provided with concrete assistance to build supply capacity and safety nets, help cushion possible erosion of trade preferences and meet adjustment costs.
