It also stressed the need for international cooperation to ensure the promotion of energy conservation and improvement of energy efficiency, the adoption of renewable energy technologies, and the development and dissemination of other innovative energy-related technologies.
وشددت أيضا على الحاجة إلى التعاون الدولي لكفالة تشجيع المحافظة على الطاقة وتحسين فعاليتها والأخذ بتكنولوجيات الطاقة المتجددة وتطوير تكنولوجيات مبتكرة في مجال الطاقة ونشرها.

(a) Carrying out - in collaboration with the International Renewable Energy Agency - a review of national experiences in developing local innovative capabilities related to RETs and to low-carbon technologies in general (such as education programmes and long-term training activities);

There is general concern that efforts in the research and development of cost-effective renewable energy technologies are inadequate.

RET policies therefore need to be embedded within rural development strategies to ensure they are demand-driven, based upon the needs of the rural poor and specific to local context and potential income-generating activities.
