It will attempt to stress the relative importance of knowledge-based industries as a leading sector of the global economy, which could drive regional development and introduce Information and Communication Technologies as a tool for poverty reduction and job creation, which could lead to a better quality of life without enormous investments or environmental damage.

This recommendation was subsequently endorsed by the Economic and Social Council in its resolution 1997/62, which recommended that the CSTD should convene a workshop on coalition of resources, particularly in relation to Information and Communication Technologies (ICTs).
