The CHAIRPERSON suggested that the paragraph be broken into two: subparagraphs (a) and (b), dealing with issues under article 9 and relating to liberty and security of the person, would form one paragraph, while subparagraphs (c) and (d), dealing with issues under article 7 on torture, would form another.
