1. Each Party included in Annex I shall achieve quantified emission limitation and reduction objectives within time frames such as 2005, 2010 and 2020 for its anthropogenic emissions by sources and removals by sinks of carbon dioxide and other greenhouse gases not controlled by the Montreal Protocol.
١- يجب على كل طرف مدرج في المرفق اﻷول أن يحقق أهداف تحديد وخفض الانبعاثات كمياً في غضون فترة زمنية مثل ٥٠٠٢ أو ٠١٠٢ أو ٠٢٠٢ بالنسبة لانبعاثاته البشرية المنشأ بحسب المصادر وبالنسبة لازالات ثاني أكسيد الكربون وسائر غازات الدفيئة غير الخاضعة لبروتوكول مونتريال بحسب البواليع.

Emission data or data relating to whether reductions in anthropogenic emissions by sources [or enhancements of anthropogenic removals by sinks] are additional shall not be considered proprietary or commercially confidential.
وحيث تكون أية بيانات عن الانبعاثات أو بيانات تتصل فيما إذا كانت التخفيضات في الانبعاثات البشرية المصدر بحسب المصادر [أو تعزيز عمليات إزالة الانبعاثات البشرية المصدر بحسب البواليع] بيانات إضافية فإنها لا تعتبر مسجلة الملكية أو سرية من الناحية التجارية.

(f) Not verify and/or certify reductions in emissions by sources and/or enhancement of removals by sinks from a project activity which it has validated;
(و) ألا يتحقق من، و/أو ألا يعتمد، أي تخفيض في الانبعاثات بحسب المصادر و/أو أي تعزيز لعمليات إزالتها بحسب البواليع من أنشطة مشروع يكون قد صادق عليه؛

24. In accordance with the guidelines under Article 7 [and Article 5, paragraph 2], each Party included in Annex I shall incorporate in its annual inventory of anthropogenic emissions by sources and removals by sinks, the following information:
24- وفقاً للمبادئ التوجيهية المنصوص عليها في المادة 7 [والفقرة 2 من المادة 5]، يدرج كل طرف مدرج في المرفق الأول في قائمة جرده السنوية للانبعاثات البشرية المصدر بحسب المصادر وإزالتها بحسب البواليع من غازات الدفيئة، المعلومات التالية:

(g) Maintain and publish a list of all project activities which it has validated, or for which it has verified and/or certified reductions in emissions by sources and/or enhancement of removals by sinks, including, as applicable, an identification of subcontractors used for any such function;
(ز) أن يستبقي وينشر قائمة بجميع أنشطة المشاريع التي صادق عليها أو التي يكون قد قام بشأنها بالتحقق من - و/أو باعتماد - تخفيض في الانبعاثات بحسب المصادر و/أو تعزيز لعمليات إزالتها بحسب البواليع بما في ذلك، عندما ينطبق هذا، تحديد المتعاقدين من الباطن المستخدمين لأداء أي من هذه المهام؛

In its consideration, the Intergovernmental Panel on Climate Change is invited to assess the impact on the estimation of anthropogenic emissions by sources and removals by sinks in the land-use change and forestry sector, and possible required amendments to, national systems of Parties that would result from a changeover from using one forest definition to using biome-specific forest definitions;
والهيئة الحكومية الدولية المعنية بتغير المناخ مدعوة في قيامها بعملية البحث هذه، إلى تقييم تأثير ذلك على تقدير الانبعاثات البشرية المصدر بحسب مصادرها وعملية إزالتها بحسب البواليع في قطاع تغيير استخدام الأرض والحراجة، والتعديلات اللازمة الممكنة على النظم الوطنية للأطراف التي يسفر عنها التحول من استخدام تعريف معين للأحراج إلى استخدام تعاريف للأحراج التي تعامل على أنها منطقة إحيائية؛

1. Each Party included in Annex I shall incorporate in its annual inventory of anthropogenic emissions by sources and removals by sinks of greenhouse gases not controlled by the Montreal Protocol, submitted in accordance with the relevant decisions of the Conference of the Parties, the necessary supplementary information for the purposes of ensuring compliance with Article 3, to be determined in accordance with paragraph 4 below.
١- يدرج كل طرف مدرج في المرفق اﻷول في قائمة جرده السنوية للانبعاثات البشرية المصدر بحسب المصادر وإزالتها بحسب البواليع من غازات الدفيئة غير الخاضعة لبروتوكول مونتريال، المقدمة وفقا للمقررات ذات الصلة الصادرة عن مؤتمر اﻷطراف المعلومات التكميلية اللازمة ﻷغراض التحقق من الامتثال للمادة ٣، كما تتحدد وفقاً للفقرة ٤ أدناه.

[A verification determination regarding a project design document or any reported reductions in anthropogenic emissions by sources [or enhancements of anthropogenic removals by sinks] shall be deemed final [30] days after the date on which it is made public, unless a Party [hosting] [involved in] the project or [x] other Parties request a review by [an appropriate body].
29- يعتبر [البت في التحقيق فيما يتعلق بوثيقة تصميم أي مشروع أو أي تخفيضات يتم الإبلاغ عنها في الانبعاثات البشرية المصدر بحسب المصادر [أو تعزيز عمليات إزالة الانبعاثات البشرية المصدر بحسب البواليع] نهائياً بعد [30] يوماً بعد تاريخ تعميم هذا القرار، ما لم يطلب الطرف [المضيف] [المشارك فيه] المشروع أو [س] [أطراف أخرى إجراء استعــراض له من قبل [هيئة مناسبة].

The [independent entity][verification team] shall determine whether any reported reductions in anthropogenic emissions by sources [or enhancements of anthropogenic removals by sinks] were monitored and calculated in accordance with the appropriate baseline, monitoring plan and crediting lifetime, and if so, the amount of such reductions [or removals] that have been achieved, stated in terms of tonnes of carbon dioxide equivalent.
27- يحدد [الكيان المستقل] [فريق التحقق] فيما إذا كان قد تم رصد وحساب أية تخفيضات في الانبعاثات البشرية بحسب المصادر [أو تعزيز عمليات إزالة الانبعاثات البشرية المصدر بحسب البواليع] وفقاً لخط الأساس المناسب وخطة الرصد والفترة المحددة للاعتماد، وإذا كان ذلك قد حدث فعلاً، يحدد مقدار هذه التخفيضات [أو الإزالات] التي تم تحقيقها، على أساس تبيانها من حيث عدد أطنان مكافئ ثاني أكسيد الكربــون.

In this connection, it has been recognized that Australia does not intend to access Article 3.4 forest management provisions under either paragraph 10, or the appendix to paragraph 11, of the annex contained in decision 11/CP.7, on the basis that Australia was eligible to address land-use change emissions minus removals by sinks under the second sentence of Article 3.7, using 1990 as the base.
93- وفي هذا الصدد تبين أن استراليا لا تنوي الانضمام إلى أحكام الفقرة 4 من المادة 3 بشأن إدارة الأحراج سواء في إطار الفقرة 10، أو تذييل الفقرة 11، من المرفق الوارد في المقرر 11/م أ-7، بحجة أن استراليا مؤهلة لتناول انبعاثات تغير استخدام الأرض مطروحاً منها الإزالات بحسب البواليع في إطار الجملة الثانية من الفقرة 7 من المادة 3، مستخدمة سنة 1990 على أنها سنة الأساس.

Emission data or data relating to whether reductions in anthropogenic emissions by sources [or enhancements of anthropogenic removals by sinks] are additional shall not be considered proprietary or commercially confidential. وحيث تكون أية بيانات عن الانبعاثات أو بيانات تتصل فيما إذا كانت التخفيضات في الانبعاثات البشرية المصدر بحسب المصادر [أو تعزيز عمليات إزالة الانبعاثات البشرية المصدر بحسب البواليع] بيانات إضافية فإنها لا تعتبر مسجلة الملكية أو سرية من الناحية التجارية. (b) Any land-use, land-use change and forestry activity, for the purposes of determining compliance of Annex I Parties with their quantitative emission limitation and reduction objectives, must not result in an increase of anthropogenic emissions by sources minus removals by sinks deriving from application of removals by sinks from carbon dioxide and indirect nitrogen fertilization effects;
(ب) أي استخدام للأرض، تغيير في استخدام الأرض ونشاط حراجي لأغراض تحديد تقيد الأطراف المدرجة في المرفق ألف بالحد الكمي المفروض عليها من الانبعاثات والأهداف المتمثلة في الخفض لا يجب أن يسفر عن زيادة في الانبعاثات البشرية المصدر بحسب المصادر مطروحاً منها إزالتها بحسب البواليع المتأتية من تطبيق الإزالة بحسب البواليع من ثاني أكسيد الكربون والآثار غير المباشرة للتسميد النيتروجيني؛

(b) For the purposes of determining compliance of Annex I Parties with their quantitative emission limitation and reduction objectives, any land-use, land-use change and forestry activity must not result in an increase of anthropogenic emissions by sources minus removals by sinks deriving from the application of removals by sinks of carbon dioxide and indirect nitrogen fertilization effects;
(ب) لأغراض تحديد تقيد الأطراف المدرجة في المرفق ألف بالحد الكمي المفروض عليها من الانبعاثات والأهداف المتمثلة في الخفض لا يجب أن يسفر عن أي استخدام للأرض أو تغيير في استخدام الأرض أو نشاط حراجي زيادة في الانبعاثات البشرية المصدر بحسب المصادر مطروحاً منها إزالتها بحسب البواليع المتأتية من تطبيق الإزالة بحسب البواليع لثاني أكسيد الكربون والآثار غير المباشرة للتسميد النيتروجيني؛

Have in place, by the time a report is submitted pursuant to paragraph and thereafter, a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol, in accordance with Article 5.1 and the requirements in the guidelines decided thereunder;
(ب) أن يكون قد أنشأ، بحلول الوقت الذي يُقدم فيه تقرير عملاً بالفقرة 5(أ) وما بعدها، نظاماً وطنياً لتقدير الانبعاثات ذات المصدر البشري بحسب مصادرها وعمليات إزالتها بحسب البواليع لكافة غازات الدفيئة التي لا يُنظمها برتوكول مونتريال وفقاً للمادة 5-1 والاشتراطات المتضمنة في المبادئ التوجيهية المقررة في ذلك الموضع؛
