L. Update on the United Nations Collaborative Programme on reducing emissions from deforestation and forest degradation in Developing Countries

(a) RED - Technical Cooperation Trust Fund to Support the Programme of Work and Responsibilities of the United Nations Environment Programme in the United Nations Collaborative Programme on reducing emissions from deforestation and forest degradation in Developing Countries, which was established in 2009 with no expiry date;
(أ) RED - الصندوق الاستئماني للتعاون التقني لدعم برنامج عمل برنامج الأمم المتحدة للبيئة ومسؤولياته ضمن برنامج الأمم المتحدة التعاوني المعني بخفض الانبعاثات الناتجة عن إزالة الغابات وتدهورها في البلدان النامية، الذي أُنشئ عام 2009 ولم يُحدد له تاريخ انتهاء؛

The SBSTA decided to forward a draft decision on methodological guidance for activities relating to reducing emissions from deforestation and forest degradation in developing countries for adoption by the COP at its fifteenth session.
31- قررت الهيئة الفرعية للمشورة العلمية والتكنولوجية أن تحيل مشروع مقرر بشأن الإرشادات المنهجية للأنشطة المتصلة بخفض الانبعاثات الناتجة عن إزالة الغابات وتدهورها في البلدان النامية كي يعتمده مؤتمر الأطراف في دورته الخامسة عشرة().

(b) Free, prior and informed consent of indigenous peoples must be ensured for all activities on reducing emissions from deforestation and forest degradation that may impact on traditional livelihoods/territories;
(ب) يجب كفالة الموافقة الحرة والمسبقة والمستنيرة للشعوب الأصلية بشأن جميع الأنشطة المتعلقة بخفض الانبعاثات الناتجة عن إزالة الغابات وتدهورها التي قد يكون لها تأثير على الأساليب المعيشية التقليدية وعلى الأراضي؛

Some participants expressed the view that the use of robust methodologies in national systems for estimating and monitoring emissions, and the establishment of necessary institutional arrangements in developing countries, will be important for ensuring the delivery of transparent and verifiable information on estimates and the effectiveness of activities relating to reducing emissions from deforestation and forest degradation.
84- وأعرب بعض المشاركين عن رأي مفاده أن استخدام بعض المنهجيات القوية في النظم الوطنية لتقدير الانبعاثات ورصدها، ووضع الترتيبات المؤسسية اللازمة في البلدان النامية، سيكونان هامين لضمان تقديم معلومات شفافة ويمكن التحقق منها بشأن التقديرات وفعالية الأنشطة المتعلقة بخفض الانبعاثات الناتجة عن إزالة الغابات وتدهورها.

(a) The United Nations Declaration on the Rights of Indigenous Peoples and International Labour Organization Convention No. 169 concerning Indigenous and Tribal Peoples in Independent Countries should guide a human development approach to all activities on reducing emissions from deforestation and forest degradation and on indigenous peoples;
(أ) ينبغي أن يعتمد إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية والاتفاقية رقم 169 لمنظمة العمل الدولية المتعلقة بالشعوب الأصلية والقبلية في البلدان المستقلة دليلا مرشدا لوضع نهج في التنمية البشرية بالنسبة إلى جميع الأنشطة المتعلقة بخفض الانبعاثات الناتجة عن إزالة الغابات وتدهورها وبالنسبة إلى الشعوب الأصلية؛

10. In addition to the overarching principles, the participants made a number of recommendations for REDD initiatives targeted at national and global activities.
