Together, the regulations would contribute significantly to reducing greenhouse gas emissions, but more could be achieved with a global agreement to phase down the production and consumption of HFCs, which would provide a clear signal to the market and thereby stimulate investment and innovation, particularly in the sectors for which alternatives to HFCs did not yet exist.
