● إذا لم يكن بمقدور أي عضو من أعضاء المكتب إنهاء مدة ولايته، ينبغي للمجموعة اﻹقليمية التي تشغل المنصب أن تسمي مرشحا لكي ينتخب في بداية الدورة التي تلي مباشرة انتهاء فترة ولاية ذلك العضو في منصبه؛ وإذا تم انتخاب المرشح في مكتب أي من اللجنتين الفرعيتين، فينبغي أن تقره اللجنة بأثر رجعي في دورتها المنعقدة خلال نفس السنة.
