63. The fourth category concerns violations of the freedom to manifest one's religion or belief:

Even in times of most serious public emergencies, States that interfere with the freedom to manifest one's religion or belief must justify their actions by referring to the requirements specified in article 18, paragraph 3.
وحتى في الأوقات التي تحدث فيها أشد حالات الطوارئ العامة خطورة، يجب على الدول التي تتدخل في حرية الفرد في المجاهرة بدينه أو معتقده أن تبرر أفعالها بالرجوع إلى الاشتراطات المحددة في الفقرة 3 من المادة 18.

In this regard, it recalls that the freedom to manifest one's religion or beliefs is not absolute and may be subject to limitations, which are prescribed by law and are necessary to protect public safety, order, health, or morals, or the fundamental rights and freedoms of others.
