As Agenda 21 includes 40 chapters, covering over 110 programme areas, the regional commissions will have to play a critical role in selected programme areas of section I of Agenda 21, whereas with respect to section II, the main emphasis will be on raising awareness, promoting regional and interregional cooperation, and supporting the UNDP capacity-building programme.

29. Rule 107.2 (c) of the Regulations and Rules Governing Programme Planning stipulates that " the evaluation system shall include the ad hoc in-depth evaluation of selected programme areas or topics conducted internally or externally at the request of intergovernmental bodies or at the initiative of the Secretariat " .
