Therefore, there is every reason to assert that Iran's peaceful nuclear programme does not fall within the purview of the Security Council, and the referral of that issue to the Security Council, as well as the Council's subsequent actions in that regard, fail to meet the minimum standards of legality.

In the light of today's discussions at the Security Council meeting, the Permanent Mission of the Islamic Republic of Iran wishes to state the following with regard to the allegations made by some Heads of State or Government, including France and the United Kingdom, against Iran's peaceful nuclear programme:
في ضوء المناقشات التي جرت اليوم في اجتماع مجلس الأمن، تود البعثة الدائمة لجمهورية إيران الإسلامية بيان ما يلي فيما يتعلق بالادعاءات التي أدلى بها بعض رؤساء الدول أو الحكومات، بما في ذلك فرنسا والمملكة المتحدة، ضد برنامج إيران النووي السلمي:

It is now clear more than ever that the consideration of Iran's peaceful nuclear programme was imposed on the Security Council by certain countries out of mere political motivations and narrow national interests and on the basis of certain pretexts and allegations which have been totally baseless.
ومن الواضح الآن، أكثر من أي وقت مضى، أن النظر في برنامج إيران النووي السلمي أمر فرضته على مجلس الأمن بلدان معينة بدوافع سياسية محضة وتحقيقا لمصالح وطنية ضيقة وعلى أساس ذرائع وادعاءات لم يكن لها أي أساس من الصحة.

The full implementation of the Work Plan, and thus resolution and closure of the outstanding issues as reflected in the recent IAEA Director General's report, has eliminated those pretexts and allegations which served as the basis of referral of Iran's peaceful nuclear programme to the Security Council.
وأفضى التنفيذ الكامل لخطة العمل، ومن ثم تسوية جميع المسائل العالقة وإقفالها على النحو المبين في التقرير الأخير للمدير العام للوكالة الدولية للطاقة الذرية، إلى دحض تلك الذرائع والادعاءات التي أحيل على أساسها برنامج إيران النووي السلمي إلى مجلس الأمن.

Following the adoption of Security Council resolution 1696 (2006) on 31 July, and the subsequent response by the Iranian Authorities, it is our fervent hope that all parties to the issue will constructively engage in seeking a lasting solution to avert possible economic and diplomatic sanctions and to guarantee Iran's peaceful nuclear programme.
وعلى إثر اتخاذ مجلس الأمن القرار 1696 (2006)، في 31 تموز/يوليه، وما تلى ذلك من رد السلطات الإيرانية عليه، يحدونا وطيد الأمل أن تشارك جميع الأطراف في تلك المسألة بروح بناءة، في السعي إلى التوصل إلى حل دائم، بغية تلافي إمكانية فرض جزاءات دبلوماسية، وضمان برنامج إيران النووي السلمي.

All reports by the IAEA since 2003 have been indicative of the peaceful nature of the Iranian nuclear programme, and the Agency has repeatedly reaffirmed that it " has not seen any diversion of nuclear material to nuclear weapons or other nuclear explosive devices " in Iran's peaceful nuclear programme.
وجميع تقارير الوكالة الدولية للطاقة الذرية، منذ عام 2003، تدل على ما لبرنامج إيران النووي من طابع سلمي، وقد كررت الوكالة مرارا أنها لم " تر أي تحويل للمواد النووية إلى أسلحة نووية أو غيرها من المواد المتفجرة النووية " في برنامج إيران النووي السلمي.

It is ironic, however, that such inflammatory remarks and baseless allegations against Iran's peaceful nuclear programme are uttered by officials of a regime that has an unparalleled record of crimes and atrocities amounting to crimes against humanity and whose clandestine development and unlawful possession of nuclear weapons are the unique threat to regional as well as international peace and security.
ومن المفارقة أن يصدر هذا الكلام التحريضي وهذه الادعاءات الباطلة في حق برنامج إيران النووي السلمي عن المسؤولين في نظام لديه سجل لا يضاهى في اقتراف جرائم وفظائع تبلغ حد الجرائم المرتكبة ضد الإنسانية، ويشكل نشاطه السري في مجال استحداث الأسلحة النووية وحيازتها بصورة غير مشروعة التهديد الأوحد المحدق بالسلام والأمن على الصعيدين الإقليمي والدولي.

I have the honour to convey herewith the letter addressed to you by Mr. Manouchehr Mottaki, Foreign Minister of the Islamic Republic of Iran, concerning Iran's peaceful nuclear programme and the latest report of the International Atomic Energy Agency in this regard (see annex).
