Furthermore, these accusations constitute an obstacle to implementation of the Vienna Programme of Action (1993), which encourages participation by indigenous peoples in the affairs of society, and contravene the Durban Programme of Action against racism (2001), in an attempt to silence the voice of Indians, who are the victims of discrimination and exclusion from the concert of nations and are today condemned to live in extreme poverty.

Despite the efforts of the funds, programmes and specialized agencies, his delegation was concerned that the United Nations Development Assistance Framework processes were focusing on research and data collection and not on the allocation of appropriate funding for programmes addressing the development challenges of affected States and societies, as required in the Durban Programme of Action.
