51. All countries, particularly the developed countries, must deal with the challenges posed by climate change by adhering to the United Nations Framework Convention on Climate Change and to a second set of commitments under the Kyoto Protocol to the Convention.

Under the Clean Development Mechanism (CDM) established pursuant to article 12 of the Kyoto Protocol to the Convention (Treaty Series, vol. 2303, No. 30822), parties listed in annex 1 to the Protocol can implement emission reduction projects to benefit parties not included in annex 1, thereby earning certified emission reduction credits, with each credit being equivalent to one ton of carbon dioxide.
وفي إطار آلية التنمية النظيفة المنشأة عملا بالمادة 12 من بروتوكول كيوتو الملحق بالاتفاقية (مجموعة المعاهدات، المجلد 2903، الرقم 30822)، يمكن للأطراف المدرجة في المرفق 1 للبروتوكول تنفيذ مشاريع لتخفيض الانبعاثات لصالح الأطراف غير المدرجة في ذلك المرفق، فتحصل بذلك على ائتمانات معتمدة مقابل تخفيض الانبعاثات، حيث يعادل كل ائتمان طنا واحدا من غاز ثاني أكسيد الكربون.
