The promulgation and application by Member States of laws and regulations with extraterritorial effects on the sovereignty of other States and the legitimate interests of persons under their jurisdiction, as well as the freedom of trade and navigation, violates both the spirit and letter of the Charter of the United Nations and the universally accepted principles of international law.
إن قيام الدول الأعضاء بسن وتطبيق قوانين وقواعد ذات آثار تتجاوز نطاق الحدود الوطنية وتؤثر على سيادة دول أخرى والمصالح المشروعة لأشخاص في نطاق سلطتها القضائية، وعلى حرية التجارة والملاحة، تشكل انتهاكا لروح ونص ميثاق الأمم المتحدة ومبادئ القانون الدولي المعترف بها عالميا.

Myanmar is of the view that the promulgation and application by Member States of laws and regulations, the extraterritorial aspects of which affect the sovereignty of other States, the legitimate interest of entities or persons under their jurisdiction and freedom of trade and of navigation, violate the universally adopted principles of international law.
وترى ميانمار أن قيام الدول اﻷعضاء بسن وتطبيق قوانين وأنظمة تؤثر الجوانب المتجاوزة للحدود اﻹقليمية لانطباقها على سيادة دول أخرى وعلى المصالح المشروعة لكيانات أو أفراد يخضعون للولاية القضائية لتلك الدول وعلى حرية التجارة والملاحة، أمر ينتهك المبادئ المعتمدة عالميا للقانون الدولي.

وقد أعربت أستراليا باستمرار عن موقفها المبدئي المعارض لقيام دول أعضاء بسن وتطبيق قوانين وأنظمة تمس آثارها التي تتجاوز حدود تلك الدول سيادة دول أخرى والمصالح المشروعة لكيانات وأشخاص خاضعين لولايتها القضائية كما تمس حرية التجارة والملاحة.

Mongolia strongly believes that promulgation and application by any Member State of laws and/or regulations whose extraterritorial effects may affect the sovereignty of other States and the legitimate interests of entities and persons under their jurisdiction, as well as the freedom of trade and navigation, are inconsistent with purposes and principles of the United Nations Charter and those of contemporary international law.
وتؤمن منغوليا، إيمانا قويا، بأن قيام أي دولة عضو بسن وتطبيق قوانين وأنظمة تمس آثارها التي تتجاوز حدود تلك الدولة سيادة دول أخرى والمصالح المشروعة للكيانات أو اﻷشخاص الخاضعين لولايتها القضائية، كما تمس حرية التجارة والملاحة، إنما يتعارض ومقاصد ومبادئ ميثاق اﻷمم المتحدة والقانون الدولي المعاصر.

يتمثل الموقف الدائم لميانمار في أن قيام الدول الأعضاء بسن وتطبيق قوانين ولوائح تتجاوز آثارها حدودها الإقليمية وتمس سيادة دول أخرى أو المصالح المشروعة لكيانات أو أشخاص خاضعين لولايتها القضائية، أو تمس حرية التجارة والملاحة، إنما يشكل انتهاكا لنص وروح ميثاق الأمم المتحدة ومبادئ القانون الدولي المتعارف عليها.
