In its resolution 2003/2, the Commission decided to request the Special Rapporteur, Mr. Enrique Bernales Ballesteros (Peru), to report, with specific recommendations, his findings on the use of mercenaries to undermine the right to selfdetermination to the Commission at its sixtieth session.

It also requested the Working Group to consult States and intergovernmental and non-governmental organizations in the implementation of that resolution and, in its report to the Commission, to report its findings on the use of mercenaries to undermine the enjoyment of human rights and to impede the exercise of the right of peoples to self-determination and to formulate specific recommendations thereon.
