26. A number of delegations indicated a preparedness and desire both to continue exchanging views on IEDs in the Group in the future and to intensify substantive work under the CCW.

Although this was the fifth year this issue has been addressed by the Group, delegations again reiterated the importance of the work on IEDs in the CCW context as these weapons continued to pose a considerable humanitarian problem and cause a significant number of casualties among military personnel and civilians.

3. In 2009, the Friend of the President on IEDs noted that an IED could be defined as an explosive device placed or fabricated in an improvised manner and incorporating destructive, lethal, noxious, pyrotechnic, or incendiary chemicals.

2. Delegations welcomed the continued discussion on IEDs in the CCW framework given the fact that IEDs pose a significant threat to civilian population, military forces, and infrastructure, and also hamper socioeconomic development in many regions.

While noting that Global Shield is focused primarily on regulating the legitimate trade in precursor chemicals that may be used in IEDs and the interdiction of the illicit use of these chemicals for the production of IEDs, it does provide the CCW with a model for the voluntarily exchange of information between States on IEDs.

(b) The Group of Experts continue information exchange on IEDs, IED incidents, their prevention, including public awareness and/or risk education campaigns, and their humanitarian effects, in light of the significance of the CCW framework, its norms and implementation with respect to the IED threat;

Mr. Wollenmann (Switzerland), Coordinator on improvised explosive devices, introducing his report (CCW/AP.II/CONF.12/3), said that at its meeting in April, the Group of Experts had built on the work done on IEDs in 2009.

Mr. Guerreiro (Brazil) said that Brazil supported the continuation of information exchange on IEDs and dissemination of best practices to prevent the diversion or illicit use of materials covered by amended Protocol II. The Brazilian Armed Forces had been involved in various humanitarian demining missions, particularly in Central and South America and Africa.
