63. The State is committed to perfecting the legislative and legal infrastructure in which civil associations and cooperatives operate and to providing these organisations with appropriate benefits. Act No. 39 of 1998, concerning associations and cooperative unions, and Act No. 1 of 2001, concerning associations and civil institutions, were issued for this purpose.
63- وقد حرصت الدولة على استكمال البنية التشريعية والقانونية لعمل الجمعيات الأهلية والتعاونية ومنحه الأفضليات اللازمة حيث صدر القانون رقم 39 لعام 1998 بشأن الجمعيات والاتحادات التعاونية والقانون رقم 1 لعام 2001 بشأن الجمعيات والمؤسسات الأهلية.

66. Act No. 111 of 1970 concerning associations, as amended by Act No. 16 of 1977, provides for freedom of association and of peaceful assembly unless they pose a threat to the security and integrity of the State. Article 1 of the Act defines an association as any body established for non-profit-making purposes.
