I should like, first of all, to express my delegation's most sincere appreciation for the Secretary-General's report on his consultations on outstanding issues relating to the deep-seabed mining provisions of the United Nations Convention on the Law of the Sea, contained in document A/48/950 of 9 June 1994.

However, a number of countries, including a majority of industrialized countries, have not become parties to it owing to expressed difficulties with its seabed mining provisions, as contained in part XI. In order to ensure universal support for the Convention, the Secretary-General has convened a number of rounds of informal consultations on outstanding issues relating to the deep seabed mining provisions of the Convention.

5. Negotiations on the outstanding issues concerning the draft convention were in their eighth year but, since 2007, the Sixth Committee had had before it a proposal which went a long way towards bridging the gap between viewpoints and contained elements for a viable and balanced package.
