4. The Committee may decide ex officio or upon request of the author/s or alleged victim/s, that the names of the author/s of a communication or the individuals who are alleged to be the victim/s of a violation of the rights set forth in the Covenant not be published in its decision of admissibility or Views or decision closing the consideration of a communication following a friendly settlement agreement.

The Committee ought to have raised this question as a matter of course, even though the State party did not cooperate or provide any information regarding either the admissibility or the merits, despite being contacted three times.
وكان على اللجنة أن تثير من تلقاء نفسها هذا السؤال، حتى وإن لم تكن الدولة الطرف قد تعاونت أو قدمت أية معلومات بشأن المقبولية أو الأسس الموضوعية رغم مطالبتها بذلك ثلاث مرات.

(b) Concerning any motion on admissibility or jurisdiction at the commencement of the trial, the Presiding Judge of the Trial Chamber shall proceed mutatis mutandis in accordance with rule 5.10.

On 9 November 2004, following a request for clarification, the Committee requested the State party, " not to deport Mr. Daljit Singh to India before the State party has made its observations either on admissibility or the merits of the author's allegations and the Committee has acknowledged receipt " .

2. Committee members who wish to submit an individual opinion on a decision should inform the Committee plenary of their intention during the discussion of the recommendation or at the time the Committee adopts its decision on admissibility or its views on the merits.

4. In spite of reminders addressed to it on 26 February 2001 and 24 July 2001, the State party has made no submission on the admissibility or merits of the case.
