The Monterrey Consensus designated the former high-level dialogue on strengthening international cooperation for development through partnership of the General Assembly to become the intergovernmental focal point for general follow-up to the International Conference on Financing for Development and renamed it the High-level Dialogue on Financing for Development.

By its resolution 57/250, the General Assembly decided to reconstitute its high-level dialogue on strengthening international cooperation for development through partnership as the high-level dialogue on financing for development so that it became the intergovernmental focal point for the general follow-up to the Monterrey Conference.

By resolution 2002/34, the Council affirmed its readiness to report to the General Assembly, and to provide inputs to the biennial Assembly high-level dialogue on strengthening international cooperation for development through partnership, on all efforts made by the Council in support of the Monterrey process, including the results of its annual spring meetings with the Bretton Woods institutions and the World Trade Organization.

Mr. Stagno (Costa Rica), speaking on behalf of the Rio Group, said that the Committee needed to decide what measures should be taken to transform and reconstitute the two groups responsible for follow-up to the Monterrey Conference: the spring meeting of the Economic and Social Council with the Bretton Woods institutions and the high-level dialogue on strengthening international cooperation for development through partnership.
