At its third meeting, the Conference of the Parties adopted decision SC-3/19 on effectiveness evaluation by which, among other things, the Conference of the Parties established regional organization groups and a coordination group with the mandates and terms of reference specified in the annex to the decision.

Mr. Rivera subsequently reported that the contact group had discussed article 23 and prepared a text to replace that in document UNEP (DTIE)/Hg/INC.4/3, which the group felt was more concise and better reflected the views of the parties on effectiveness evaluation.

The Conference of the Parties has before it notes by the Secretariat on effectiveness evaluation (UNEP/POPS/COP.3/22), on the draft implementation plan for the global monitoring plan for the first effectiveness evaluation (UNEP/POPS/COP.3/23), on a draft revision of the guidance on global monitoring plan (UNEP/POPS/COP.3/INF/14) and on updated information on existing human health and environment monitoring programmes (UNEP/POPS/COP.3/INF/15).

The Conference of the Parties has before it notes by the Secretariat on effectiveness evaluation (UNEP/POPS/COP.2/21), on existing human health and environment monitoring programmes (UNEP/POPS/COP.2/INF/10) and on a draft plan for regional field testing of arrangements for providing comparable data for use in the effectiveness evaluation of the Stockholm Convention (UNEP/POPS/COP.2/INF/15).

Decided to review at its fourth meeting the arrangements, including the global monitoring plan, used for providing the Conference of the Parties with the information for effectiveness evaluation as implemented for the first report and to decide on future arrangements, including the intervals of subsequent effectiveness evaluations.
