That inclusion constituted a politically motivated act by a State that had no moral authority to condemn others on the issue of terrorism.
وأشار إلى أن وراء هذا الإدراج دوافع سياسية من قبل دولة ليس لديها السلطة الأخلاقية لإدانة الآخرين بشأن مسألة الإرهاب.

27. Indonesia has participated and played a role in several important initiatives undertaken to enhance regional cooperation and coordination on the issue of terrorism.

In its resolution 1997/39, the Sub-Commission recommended that the Commission on Human Rights authorize the appointment of Ms. Koufa as Special Rapporteur to conduct a comprehensive study on terrorism and human rights on the basis of her working paper.
وأوصت اللجنة الفرعية، في قرارها 1997/39، بأن تأذن لجنة حقوق الإنسان بتعيين السيدة كوفا مقرِّرة خاصة لإجراء دراسة شاملة بشأن مسألة الإرهاب وحقوق الإنسان استناداً إلى ورقة العمل التي أعدتها.

The international framework on counter-terrorism, through the principal anti-terrorism conventions, and resolutions of the Security Council, General Assembly and Commission on Human Rights impose obligations and issue instructions to States on the question of terrorism without there being a comprehensive definition of the term.
واتفاقيات مكافحة الإرهاب الرئيسية، وقرارات مجلس الأمن والجمعية العامة ولجنة حقوق الإنسان، التي تشكل الإطار الدولي لمكافحة الإرهاب، تفرض على الدول التزامات وتُصدر إليها تعليمات بشأن مسألة الإرهاب دون أن يكون ثمة تعريف شامل لـهذا المصطلح.

255- اعتمدت اللجنة الفرعية في دورتها السادسة والأربعين القرار 1994/18 الذي قررت فيه، وفقاً لقرار لجنة حقوق الإنسان 1994/46، أن تعهد إلى السيد سعيد ناصر رمضان بمهمة إعداد ورقة عمل بشأن مسألة الإرهاب وحقوق الإنسان، وذلك للنظر فيها خلال دورتها السابعة والأربعين.

1. In its resolution 1996/20 of 29 August 1996, entitled “Human rights and terrorism”, the Sub-Commission on Prevention of Discrimination and Protection of Minorities decided to entrust Ms. Kalliopi K. Koufa with the task of preparing a working paper on the question of terrorism and human rights, to be considered at its forty-ninth session.
1- قررت اللجنة الفرعية لمنع التمييز وحماية الأقليات، في قرارها 1996/20 المؤرخ 29 آب/أغسطس 1996، والمعنون " حقوق الإنسان والإرهاب " ، أن تعهد إلى السيدة كاليوبي ك. كوفا بمهمة إعداد ورقة عمل بشأن مسألة الإرهاب وحقوق الإنسان، كي تنظر فيها اللجنة في دورتها التاسعة والأربعين.

First: on the issue of terrorism and the " war on terror "

India has a tendency to malign Pakistan on the issue of terrorism in order to conceal the State terrorism it uses to stifle Kashmiri voices demanding the right to self-determination.
