31. Under resolution 1125 (1997) of 6 August 1997, the Security Council endorsed the regional peacekeeping operation currently deployed in the country, the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB).
٣١ - بموجب القرار ١١٢٥ )١٩٩٧( المؤرخ ٦ آب/أغسطس ١٩٩٧، أيد مجلس اﻷمن عملية حفظ السلام اﻹقليمية المنتشرة حاليا في ذلك البلد وهي )بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي(.

The international community faces such an opportunity now in the Central African Republic, where an explosive situation has been contained by African mediation efforts, local perseverance and an African security force, the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB), supported by France and the United Nations Development Programme.
ويواجه المجتمع الدولي اﻵن فرصـة مـن هـذا النـوع فـي جمهورية أفريقيا الوسطى، حيث أمكن احتواء حالة متفجرة بفضل جهود الوساطة اﻷفريقية والمثابرة المحلية ووجود قوة أمن أفريقية، وهي بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي، تدعمها فرنسا وبرنامج اﻷمم المتحدة اﻹنمائي.

1. Welcomes the efforts of the Member States which participate in the Inter-African Mission to Monitor the Implementation of the Bangui Agreements and of those Member States which support them;
١ - يرحب بالجهود التي تبذلها الدول اﻷعضاء المشاركة في بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي وجهود الدول اﻷعضاء التي تساندها؛

1. Welcomes the efforts made by the Member States which participate in the Inter-African Mission to Monitor the Implementation of the Bangui Agreements and of those Member States which provide support to them, and their readiness to maintain these efforts;
١ - يرحب بالجهود المبذولة من جانب الدول اﻷعضاء المشتركة في بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي والدول اﻷعضاء التي تساند تلك الدول، وباستعدادها لمواصلة هذه الجهود؛

4. Acting under Chapter VII of the Charter of the United Nations, authorizes the Member States participating in the Inter-African Mission to Monitor the Implementation of the Bangui Agreements and those States providing logistical support to ensure the security and freedom of movement of their personnel;
٤ - يتصرف بموجب الفصل السابع من ميثاق اﻷمم المتحدة، ويأذن للدول اﻷعضاء المشتركة في بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي وللدول التي توفر الدعم السوقي بأن تكفل اﻷمن وحرية الانتقال ﻷفرادها؛

Expressing its appreciation for the neutral and impartial way in which the Inter-African Mission to Monitor the Implementation of the Bangui Agreements has carried out its mandate, in close cooperation with the Central African authorities, and noting with satisfaction that Mission has contributed to stabilizing the situation in the Central African Republic, in particular through the supervision of the surrendering of arms,
وإذ يعرب عن تقديره للطريقة المحايدة والنزيهة التي نفذت بها بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي ولايتها، في تعاون وثيق مع سلطات جمهورية أفريقيا الوسطى، وإذ ينوه مع الارتياح بأن البعثة ما برحت تسهم في تثبيت استقرار الحالة في جمهورية أفريقيـا الوسطـى، خصوصا من خلال اﻹشراف على تسليم اﻷسلحة،

In a letter dated 18 July, the President of the Council received a request from President Patassé of the Central African Republic that the Council authorize the operations of the inter-African force, the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB).

This force, known as the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB), includes, in addition to troops from Gabon, Burkina Faso, Mali and Chad (the countries members of the International Mediation Committee), troops from Senegal and Togo, as a result of the decision of President Abdou Diouf and President Gnassingbé Eyadema to contribute to this gesture of African solidarity.

For several years, the international community, including MINURCA and its predecessor the Inter-African Mission to Monitor the Implementation of the Bangui Agreements, has done much to assist the people and Government of the Central African Republic on the path of national reconciliation and economic recovery.
وما فتئ المجتمع الدولي، بما فيه بعثة اﻷمم المتحدة في أفريقيا الوسطى وسلفها، بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي، يعمل الكثير لسنوات عدة من أجل مساعدة جمهورية أفريقيا الوسطى، شعبا وحكومة، على طريق المصالحة الوطنية والانتعاش الاقتصادي.

The immediate effect of that decision was to deter open attempts at destabilization, and to enable — as it continues to do — the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB) better to ensure peace and security in the capital and the provinces of the Central African Republic.
لقد كان اﻷثر المباشر لذلك القرار هو ردع المحاولات المكشوفة لزعزعة الاستقرار، وتمكين بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي من أن تضمن السلم واﻷمن في العاصمة بشكل أفضل، وكذلك في محافظات جمهورية أفريقيا الوسطى.

I have the honour to inform you that, as he and I have agreed, President El Hadj Omar Bongo, Chairman of the International Mediation Committee, has decided to extend until 15 April 1998 the mandate of the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB), to allow for a smooth transition between the Mission and the United Nations force.

Taking note with appreciation of the signing of the Bangui Agreements (S/1997/561, Appendixes III-VI) of 25 January 1997 and the creation of the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB),
وإذ يحيط علما مع التقدير بتوقيع اتفاقات بانغي )S/1997/561، التذييلات الثالث إلى السادس( في ٥٢ كانون الثاني/يناير ١٩٩٧ وبإنشاء بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي،

By the same resolution, the Security Council also authorized the Secretary-General to take the measures necessary to ensure that MINURCA would be fully deployed by 15 April 1998 in order to carry out its mandate, and to ensure a smooth transition between the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB) and MINURCA.
٣ - وبموجب نفس القرار، أذن مجلس اﻷمن أيضا لﻷمين العام باتخاذ التدابير اللازمة لكفالة الانتشار الكامل للبعثة بحلول ١٥ نيسان/أبريل ١٩٩٨ للاضطلاع بولايتها، ولضمان الانتقال السلس بين بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي وبعثة اﻷمم المتحدة في جمهورية أفريقيا الوسطى.

At the informal consultations of the whole of the Security Council held on 31 July 1997, the members of the Council received a briefing by the Under-Secretary-General for Political Affairs on the origins of the crisis in the Central African Republic leading to the creation of the Inter-African Mission to Monitor the Implementation of the Bangui Agreements (MISAB).
في المشاورات غير الرسمية الجامعة لمجلس اﻷمن المعقودة في ٣١ تموز/يوليه ١٩٩٧، استمع أعضاء المجلس إلى إحاطة إعلامية من وكيل اﻷمين العام للشؤون السياسية عن منشأ اﻷزمة في جمهورية أفريقيا الوسطى التي أدت إلى إنشاء بعثة البلدان اﻷفريقية لرصد تنفيذ اتفاقات بانغي.

Accordingly, weapons, munitions and explosives recovered by MISAB are now being stored and guarded by MINURCA at two locations.
