13 - تقدم الدول الحائزة للأسلحة النووية نحو حذف مبدأ المبادأة باستعمال الأسلحة النووية من المفاهيم الأمنية، ونحو الاتفاق في نهاية المطاف على إبرام صك دولي ملزم قانونا بشأن الالتزام المشترك بعدم البدء باستخدام الأسلحة النووية.

We have faithfully respected our commitment not to be the first to use nuclear weapons at any time or in any circumstances and unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon States or nuclear-weapon-free zones.
ونحترم بأمانة التزامنا بعدم البدء باستخدام الأسلحة النووية في أي وقت أو تحت أي ظرف، والتزامنا غير المشروط بعدم استخدام الأسلحة النووية أو التهديد باستخدامها ضد الدول غير الحائزة للأسلحة النووية أو المناطق الخالية من الأسلحة النووية.

2. All the nuclear-weapon States should renounce the nuclear deterrence policy based on the first use of nuclear weapons, undertake unconditionally not to be the first to use nuclear weapons and conclude an international legal instrument to such effect.
2 - على جميع الدول الحائزة للأسلحة النووية أن تتخلى عن سياسة الردع النووي التي تقوم على السبق إلى استخدام الأسلحة النووية، وأن تتعهد بدون شروط بعدم البدء باستخدام الأسلحة النووية وأن تبرم صكـا قانونيا دوليا لهذا الغرض.

We strongly urge other nuclear-weapon States to respond positively to China's initiative by immediately starting negotiations aimed at concluding a treaty on mutual non-first-use of nuclear weapons and an agreement on the non-use or non-threat of use of nuclear weapons against non-nuclear-weapon States and nuclear-free zones.
ونحن نحث سائر الدول الحائزة على اﻷسلحة النووية بقوة على أن تستجيب لمبادرة الصين، فتبدأ فورا في مفاوضات ترمي الى إبرام معاهدة بشأن الالتزام بشكل متبادل بعدم البدء باستخدام اﻷسلحة النووية وإبرام اتفاق بشأن عدم استخدام أو التهديد باستخدام اﻷسلحة النووية ضد الدول غير الحائزة لﻷسلحة النووية أو ضد المناطق الخالية من اﻷسلحة النووية.

In addition to its policy of no-first-use of nuclear weapons, some States parties recognised that China had declared an unconditional commitment not to use or threaten to use nuclear weapons against non-nuclear-weapon States or nuclear-weapon-free zones.
وسلَّمت الدول الأطراف بأن الصين، إضافة إلى السياسة التي تنتهجها بعدم البدء باستخدام الأسلحة النووية، قد أعلنت التزاما غير مشروط بعدم استخدام الأسلحة النووية أو التهديد باستخدامها ضد الدول غير الحائزة للأسلحة النووية أو ضد المناطق الخالية من الأسلحة النووية.

We believe that States should reorient their nuclear doctrines through a commitment to no-first-use and non-use of nuclear weapons, backed by a legally binding agreement to that effect.
ونعتقد أنه ينبغي للدول أن تعيد توجيه مذاهبها النووية من خلال الالتزام بعدم البدء باستخدام الأسلحة النووية وبعدم استخدامها، على أن يدعم ذلك اتفاق ملزم قانوناً.

In 1994, we had proposed that India and Pakistan jointly undertake not to be the first to use their nuclear capability against each other. The Government on this occasion reiterates its readiness to discuss a no-first-use agreement with that country, as also with other countries bilaterally, or in a collective forum.

(g) All nuclear-weapon States should take necessary steps towards the removal of the first-use posture from security doctrines and reach agreement on a legally binding international instrument on the joint undertaking not to be the first to use nuclear weapons, thus reducing the risk of nuclear accidents and nuclear wars;
(ز) ينبغي أن تقوم جميع الدول الحائزة للأسلحة النووية باتخاذ الخطوات اللازمة لإزالة الموقف المتمثل في بدء استعمالها من العقائد الأمنية والتوصل إلى اتفاق بشأن صك دولي ملزم قانونا لإبرام تعهد مشترك بعدم البدء باستخدام الأسلحة النووية مما يقلل من مخاطر الحوادث النووية والحروب النووية؛

If this Treaty is to be fair it should contain unconditional negative security assurances from the nuclear-weapon States to the non-nuclear-weapon States; a commitment by each nuclear-weapon State not to be the first to use nuclear weapons; provision for a total ban on the use of these weapons; and a timetablefor the complete abolition of nuclear weapons.
وحتى تكون هذه المعاهدة عادلة ينبغي أن تتضمن ضمانات أمن سلبية غير مشروطة تقدمها الدول الحائزة لﻷسلحة النووية الى الدول غير الحائزة لﻷسلحة النووية؛ وأن تتضمن التزام كل دولة من الدول الحائزة لﻷسلحة النووية بعدم البدء باستخدام اﻷسلحة النووية؛ وأن تتضمن نصــــا على الحظر التام على استخدام هذه اﻷسلحة؛ وأن تتضمن جدولا زمنيا للقضاء التام على اﻷسلحة النووية.

(c) In operative paragraph 6, the words “including the exploration by them of an undertaking not to be the first to use nuclear weapons” were replaced by the words “including measures to enhance strategic stability and accordingly to review strategic doctrines”;

7. Calls upon the nuclear-weapon States, pending the achievement of the total elimination of nuclear weapons, to agree on an internationally and legally binding instrument on the joint undertaking not to be the first to use nuclear weapons, and calls upon all States to conclude an internationally and legally binding instrument on security assurances of non-use and non-threat of use of nuclear weapons against non-nuclear-weapon States;
٧ - تهيب بالدول الحائزة لﻷسلحة النووية أن تتفق، في انتظار التوصل إلى اﻹزالة التامة لﻷسلحة النووية على صك ملزم دوليا وملزم قانونا يتضمن تعهدا مشتركا بعدم البدء باستخدام اﻷسلحة النووية، وتهيب بجميع الدول أن تبرم صكا ملزما دوليا وملزما قانونا بشأن الضمانات اﻷمنية بعدم استخدام اﻷسلحة النوية والتهديد باستخدامها ضد الدول غير الحائزة لﻷسلحة النووية؛

(e) The nuclear-weapon States, pending the achievement of the total elimination of nuclear weapons, to agree on an internationally and legally binding instrument on the joint undertaking not to be the first to use nuclear weapons and to conclude an internationally and legally binding instrument on security assurances of non-use and non-threat of use of nuclear weapons against non-nuclear-weapon States;
(هـ) وينبغي للدول الحائزة للأسلحة النووية أن تتفق، في انتظار إزالة الأسلحة النووية بشكل تام، على صك ملزم دوليا وملزم قانونا يتضمن تعهدا مشتركا بعدم البدء باستخدام الأسلحة النووية وأن تبرم صكا ملزما دوليا وملزما قانونا بشأن الضمانات الأمنية بعدم استخدام الأسلحة النووية والتهديد باستخدامها ضد الدول غير الحائزة للأسلحة النووية،

We also welcome China's reaffirmation to keep its nuclear capabilities at the minimum level required for national security, and of its policy of no-first-use of nuclear weapons at any time and under any circumstances, as well as its unequivocal commitment that China will unconditionally not use or threaten to use nuclear weapons against non-nuclear-weapon States or nuclear-weapon-free zones.
ونرحب أيضا بإعادة تأكيد الصين حفاظها على قدراتها النووية في المستوى الأدنى اللازم للأمن القومي، وسياستها بعدم البدء باستخدام الأسلحة النووية في أي وقت وتحت أي ظروف، والتزامها القاطع غير المشروط بأنها لن تستخدم أو تهدد باستخدام أسلحة نووية ضد الدول غير الحائزة للأسلحة النووية أو المناطق الخالية من الأسلحة النووية.

In the nuclear field, India has extended the commitment to no-first-use and no use of nuclear weapons as part of its policy of minimum nuclear deterrence and rejection of an arms race and concepts and postures from the cold war period.
وأعلنت الهند التزامها في المجال النووي بعدم البدء باستخدام اﻷسلحة النووية وبعدم استخدامها، وذلك كجزء من سياستها للردع النووي في حدوده الدنيا ورفض سباق التسلح والمفاهيم والمواقف التي تنتمي لعصر الحرب الباردة.
