Likewise, the Declaration on the Right to Development provides, in its article 3, that States have the primary responsibility for the creation of national and international conditions favourable to the realization of the right to development and that States have the duty to cooperate with each other in ensuring development and eliminating obstacles to development.
وكذلك ينص إعلان الحق في التنمية، في المادة ٣ منه، على أن الدول تتحمل المسؤولية عن تهيئة اﻷوضاع الوطنية والدولية المؤاتية ﻹعمال الحق في التنمية، وأن من واجب الدول أن تتعاون بعضها مع بعض في تأمين التنمية وإزالة العقبات التي تعترض التنمية.

Although in this context the Declaration stresses that States have the primary responsibility for the creation of national and international conditions favourable to the realization of the right to development, it equally underlines that it is the duty of States to cooperate with each other in ensuring development and eliminating obstacles to development.
وعلى الرغم في هذا السياق من أن اﻹعلان يؤكد أن الدول تتحمل المسؤولية الرئيسية عن تهيئة اﻷوضاع الوطنية والدولية المواتية ﻹعمال الحق في التنمية، فإنه يؤكد كذلك على أن من واجب الدول أن تتعاون بعضها مع بعض في تأمين التنمية وإزالة العقبات التي تعترض التنمية.

84. In linking the right to development with international cooperation, the Declaration proclaims that " States have the duty to cooperate with each other in ensuring development and eliminating obstacles to development " (art. 3, para. 3).
